Position Statement

Under the direction of the Accounts Receivable Manager, this position’s primary focus is accounts receivable. Responsibilities include processing and auditing daily receipts, reconciling accounts receivable, providing customer service, collaborating with other agency departments, and coordinating records retention for accounts receivable documents.

Essential Functions
  • Perform professional accounting and auditing work for account and auditing remittance, processing, and verification of deposit processes under general supervision.
  • Prepare and log the Receipts Deposit Transmittals (RDTs) and Expenditure Adjustment Transmittals (EATs).
  • Coordinate the scanning and indexing of receipt documents—including billing remittances, checks, and applicant forms—with the Records Management Unit.
  • Provide customer service to address inquiries from clients and IEMA‑OHS programmatic staff regarding payment status.
  • Perform other duties as required or assigned that are reasonable and within the scope of the stated duties, including supporting agency functions for disaster response.
Minimum Qualifications
  • Knowledge, skill, and mental development equivalent to completion of four (4) years of college with courses in business administration and accounting, or four (4) years of technical accounting experience.
  • Qualifying state employees may complete combinations of specific proficiency tests and training programs leading to a certificate of proficiency in lieu of the stated requirements for this classification.
Preferred Qualifications
  • Two (2) years of professional experience with accounts receivable functions.
  • Two (2) years of professional experience with accounting principles, methods, and procedures.
  • One (1) year experience with System Application and Products (SAP) including Enterprise Resource Planning (ERP) System.
  • One (1) year of professional experience in governmental accounting.
  • Two (2) years of professional experience with accounting reports.
  • One (1) year of professional experience working with confidential information.
Conditions of Employment
  • Requirement for a criminal history check through the Illinois State Police.
  • Ability to use state‑issued equipment such as cell phone or laptop.
  • Overtime may be required, including scheduled, unscheduled, or last‑minute overtime, and may involve evenings and weekends.
  • Compliance with revolving‑door restrictions contained in 5 ILCS 430/5‑45.
  • All conditions of employment are incorporated and related to the job duties described above.
