Why does the job exist?

The Fostering Connections Field Manager is responsible for the overall provision of older youth services, including policies, procedures, and programming related to Protective Services Division, Permanency Planning services, Family Services, Extended Foster Care services for 18
¿ 21-year-olds, and Aftercare services for 21
¿ 26-year-olds. The incumbent works collaboratively with Field and Program Managers within other service areas of CYFD, to include Protective Services, Juvenile Justice and Behavioral Health Divisions. Support with accurate data collection and reporting regarding older youth services.

Overall, the Fostering Connections Field Manager is responsible for strengthening and improving the transition from foster care to adulthood (and reducing involvement with criminal justice system, the experience of homelessness, and institutionalization) by:
- ensuring that staff partner effectively with young people to provide developmentally appropriate and identity affirming support,
- facilitating the ongoing implementation of the coaching approach practice model to support growth across life domains,
- serving as change-agents with internal and external stakeholders to shift old, deficit-based narratives about youth and young adults, and
- partnering with community-based providers and caregivers to increase access to the opportunities and services (across all life domains) available to young people and eliminating barriers to accessing services needed to thrive.

Incumbent manages and supervises 3 FTE (Fostering Connections Supervisors) who supervise twelve (15) Fostering Connections Specialist positions within Metro and the Southwest Region.

How does it get done?

Manage the daily operation of Fostering Connections Field Supervisors and FC staff to ensure a quality, responsive workforce that partners effectively with young people to support their transition from foster care to adulthood while also ensuring the attainment of federal national standards and performance based budget measures.

Ensure that principles of quality practice are maintained through adherence to policies and procedures in all cases managed by fostering connections, including primary and secondary assignments.

Adhere to administrative management principles in the areas of budget, personnel, and general office management.

Develop and maintain a positive professional relationship with staff, other agencies and community partners to ensure the development and maintenance of critical partnerships that support the needs of older youth/young adults

Ideal Candidate

Experience as it relates to:

Support Supervisors and Staff in working with youth and young adults who have experienced trauma. Work directly with Children, Youth, and their Families;
Partner with Community Service providers as it relates to Children, and Youth;
Ability to be versatile and prioritize deadlines.

Minimum Qualification

Master's Degree in any field of study from an accredited college or university and four (4) years of experience in the management and direct provision of child welfare services, policy and procedure writing, and program research and development. Any combination of education from an accredited college or university and/or direct experience in child welfare totaling ten (10) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid Driver's License. Pre-employment background investigation is required and is conditional pending results.

Working Conditions

Work is performed in an office setting: late hours, weekends, on-call and callback work may be required. Will be exposed to regular periods of video display terminal and keyboard usage and stressful situations. Travel may be required. Possible exposure to irate clientele. Incumbent will work under stress and frequent time constraints.
