The Regional Manager is responsible for overseeing the entire operations of a housing community portfolio, managing all phases of operations, including personnel, leasing, maintenance, financial, administration, and risk management. The role supervises all aspects of the property and staff to ensure compliance with company policies, safety, fair housing guidelines, and liability concerns.
Personnel Management- Screen, hire, train, coach, and develop on‑site staff using consistent techniques and company directives.
- Ensure staff effectiveness through ongoing training, coaching, counseling, and compliance with training benchmarks.
- Address performance problems, document issues, communicate with supervisors and HR, and terminate when necessary.
- Prepare salary increase requests for Community Managers and assist with other team members; sign off on all requests.
- Provide counseling statements, written evaluations, and salary requests for review and delivery to HR.
- Approve all timesheets, verify correct hours, vacation, and sick time, and obtain necessary signatures.
- Promote harmony and quality job performance through support and effective leadership.
- Ensure staff compliance with company policies and procedures.
- Achieve highest possible net operating income with effective cost control and revenue & leasing improvements; identify trends and recommend strategies.
- Develop yearly operating budgets and forecasts.
- Provide monthly written evaluation of income and expense line items significantly over budget.
- Offer capital improvement suggestions for the site’s future.
- Monitor proposals and contracts for large projects, checking work in progress.
- Ensure timely receipt, reconciliation, and coding of deposits, rent collections, and vendor invoices.
- Ensure property closeout is completed on time and financial reports are accurate.
- Develop yearly marketing plan and utilize marketing strategies and systems.
- Generate rentals or rent increases through marketing strategy.
- Maintain effective leasing techniques, closing, follow‑up, and accurate documentation.
- Address resident complaints, concerns, and requests for satisfaction.
- Develop and implement resident retention programs such as functions, promotions, and newsletters.
- Show, lease, and move in prospective residents effectively.
- Ensure all administrative and leasing reporting is accurate, complete, and submitted timely.
- Assist the emergency team in proper response and handling of property emergencies to minimize liability.
- Manage customer service and monitor maintenance response times.
- Maintain property appearance and ensure repairs are completed on schedule.
- Plan and utilize property resources, equipment, and supplies economically.
- Direct and monitor maintenance, construction, and rehabilitation activities for quality and expediency.
- Position includes 25‑50% travel annually for property visits, conferences, training sessions, or other business activities.
- High School Diploma or equivalent;
Bachelor’s degree preferred or four years of housing industry experience, or one to two years of related experience and/or training. - Certified Apartment Manager (CAM) or Accredited Resident Manager (ARM) preferred.
- Basic computer skills and ability to use on‑site software functions.
- Basic knowledge of Fair Housing Laws and OSHA requirements.
