Serve as a lead in aligning information services with City-wide and Department-level strategic and operational goals. Manage, plan and direct the introduction and maintenance of management information services for City operations; perform a variety of complex systems analysis duties in the design, implementation and maintenance of management information systems and supporting computer hardware and software applications including cloud-based, on-premise, and emerging technologies and perform a variety of technical tasks relative to assigned area of responsibility.
This lead position is expected to demonstrate meaningful knowledge of methodologies and tools necessary to perform the duties listed above and have the proficiency with the business systems and technology with minimal supervision.

ESSENTIAL FUNCTIONS- Serve as lead over all aspects of assigned applications development and maintenance and software implementation projects; evaluate, assess and document client goals and needs; perform alternative analysis on possible solutions to meet client goals and needs; identify and may allocate resources including staff, equipment and materials; and set task priorities.
- Confer with personnel of organizational units involved to analyze current operational procedures, identify goals, opportunities, and problems, and learn specific input and output requirements such as forms of data input, how data are to be summarized and formats for reports.
- Manage the relationship and expectations of user personnel and departments; prepare service agreements for review and approval.
- Conduct studies pertaining to selection and development of new information systems to meet current and projected goals and needs.
- Provide strategic planning direction and technical assistance for user information technology plans.
- Write detailed description of user needs and goals, program functions and steps required to develop or modify computer programs, and application specifications including database interfaces, user interfaces, business rules, and database relationships.
- Review computer system capabilities, workflow, and scheduling limitations to determine if requested programs or program change are possible within existing system.
- Study existing information processing systems to evaluate effectiveness and develop specifications for new systems or prototype systems to improve production or workflow as required.
- Prepare workflow charts and diagrams using automated tools to specify in detail operations to be performed by equipment and computer programs and operations to be performed by personnel using the systems.
- Plan and prepare technical reports, memorandums, and instructional manuals as documentation of program development following City standards. Draft information technology policies, procedures and standards for review and approval.
- Coordinate and conduct user training, education and problem-solving sessions; and counsel users regarding system functionality.
- Upgrade systems and correct errors to maintain systems after implementation. Direct and coordinate work of others to develop, test, install, and modify programs. Troubleshoot problems to source. Assist other Analysts in resolution of work problems related to flow charts, project specifications, or programming.
- Prepare time and cost estimates for completing projects. Prepare work breakdown structures and Gantt and PERT charts using automated project management tools.
- Develop Request for Proposals (RFP); draft, negotiate and manage vendor contracts for information technology services.
- Review proposed application software for compliance with applicable information technology and quality assurance standards before acquisition or implementation.
- Serve as technical lead on projects.
- Provide 24 x 7 on call availability, when needed.
- Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of information services.
- Perform related duties and responsibilities as required.
Bachelor's degree from an accredited college or university in information systems or computer science;
Three (3) years of software applications analysis, design, programming or implementation and project management experience.
Additional RequirementsPossession of a valid New Mexico Driver's License, or the ability to obtain by date of hire.
Possession of a City Operator's Permit (COP) within six (6) months from date of hire.
EnvironmentalOffice environment; exposure to computer screens. May be required to visit off site client offices.
PhysicalEssential and supplemental functions may require maintaining physical condition necessary for sitting for prolonged periods of time; extensive use of computer keyboard.
