Proposal Manager

HB Construction is seeking a Proposal Manager who thrives in a high-stakes, fast-paced environment where precision matters, deadlines are real, and quality is non-negotiable. This role is ideal for a proposal leader who is equal parts writer, editor, strategist, and visual storyteller. Someone who can organize complexity, ask the right questions, build narratives from technical inputs, and produce proposals that are accurate, persuasive, and visually strong.

As Proposal Manager, you will own the end-to-end proposal process and serve as the primary driver of quality and compliance across all proposals.

• Translate customer needs into proposal strategies that connect HB’s experience to project-specific challenges
• Build strong, clear narratives that align technical content with client priorities
• Lead proposal kickoff meetings, work sessions, reviews, and final production schedules
• Drive momentum, hold contributors accountable, and ensure every deliverable is met on time

• Write and edit proposal content with a strong voice, clear structure, and zero clutter
• Ensure all proposals are responsive, compliant, accurate, and error-free
• Manage revisions, version control, and final formatting with obsessive attention to detail
• Improve clarity, consistency, tone, and flow across all sections

• Work across teams including estimators, preconstruction, operations, project teams, and company leadership
• Interview technical experts and extract the right details to shape persuasive content
• Help teams communicate complex construction solutions in a way that is client-friendly and compelling

• Maintain and improve templates, boilerplate language, and proposal resources
• Build and manage an organized library of resumes, project sheets, lessons learned, references, photos, and key differentiators
• Establish repeatable processes that reduce scramble and increase quality

• Produce visually compelling proposals using strong layout, structure, and hierarchy
• Create or coordinate infographics and graphics that elevate our message and make information easy to digest
• Support other marketing and business development materials as needed

• Research and implement best practices in proposals, storytelling, and AEC marketing
• Apply critical thinking and challenge assumptions to improve our outputs and win strategy

• Deliver high-quality proposals that are compliant, polished, and strategically strong
• Maintain calm execution under pressure and protect quality under tight deadlines
• Create a consistent, credible HB voice across all submittals
• Improve systems and resources that make proposal development faster and better over time
• Raise the standard for writing, editing, and presentation across the organization

• We are looking for someone who can drive excellence, not just manage tasks
• 3 to 5 years of proposal management experience in construction, architecture, engineering, grant writing, or related industries
• Master level technical writing, editing, and storytelling skills
• Excellent organization and ability to manage multiple deadlines and contributors
• Comfort working directly with technical experts and company leadership
• Skilled in Adobe InDesign (Photoshop and Illustrator strongly preferred)
• Clear communicator with strong judgment and attention to detail
• Bachelor’s degree in Communications, Marketing, Business, or a related field
• Experience developing and maintaining proposal libraries, templates, and standardized processes
• Strong graphic design instincts and comfort creating proposal-ready infographics
