Position: Zoning Plan Review Supervisor (Planning - Housing Code Enforcement)

Overview

Supervise, coordinate, and oversee the work of staff responsible for reviewing residential, commercial, and industrial building construction plans for compliance with the Integrated Development Ordinance (IDO), Comprehensive Plan, and related zoning and land-use regulations. This position will provide leadership, training, and quality control for zoning plan review activities; ensure consistent application of ordinances, codes, and standards; coordinate plan-checking activities with other departments and agencies;

and serve as a technical resource to staff, management, developers, architects, contractors, and the public. In addition, it provides oversight in broader zoning administration functions, including zoning interpretations, policy input, preparation of staff reports for boards and commissions, and support for appeals and hearings.

Qualifications

Education and experience directly related to the minimum requirements below may be interchangeable on a year-for-year basis.

Bachelor’s degree from an accredited college or university in urban planning, architecture, engineering, construction management, or a related field;
and

Five (5) years of experience in building inspection, zoning plan review, or land-use regulation;
and

To include two (2) years in a supervisory experience.

Possession of a valid Plan Review Certificate issued by the International Code Council (ICC) preferred.

Additional Requirements:

  • Possession of a valid New Mexico Driver’s License, or the ability to obtain by date of hire.
  • Possession of a City Operator’s Permit (COP) within six (6) months of hire.
  • Possession or an appropriate valid housing code certificate issued by the International Code Council (ICC) or possession of a certification issued by the State of New Mexico as a Building Inspector within six (6) months from date of hire.
Knowledge and Skills
  • Pertinent federal, state, and local laws, codes, ordinances, and regulations
  • Principles and practices of zoning, land-use regulation, and plan review
  • Integrated Development Ordinance (IDO), Comprehensive Plan, and related zoning, land-use, and development codes
  • Principles of supervision, training, and performance evaluation
  • Methods and procedures for interpreting, applying, and enforcing zoning and land-use regulations
  • Methods and techniques for preparing technical reports, zoning interpretation, policy recommendation and report preparation
  • Principles and practices of zoning administration, including interpretations, policy development, and appeals/hearing processes
  • Reading and interpreting complex architectural and engineering drawings and blueprints
  • Platting and subdivision processes, including applicable regulations, procedures, and coordination requirement for land development and site approvals
  • Modern office procedures, methods, and equipment, including computers and plan review software
Responsibilities
  • Plan, organize, direct and coordinate the work of lower level staff
  • Select, supervise, train and evaluate staff
  • Perform complex zoning plan reviews and resolve difficult technical issues
  • Review, analyze, and evaluate architectural and sire development plans for compliance with applicable codes and ordinances
  • Identify and resolve technical and procedural issues related to zoning and plan compliance
  • Interpret and consistently apply zoning regulations and ordinances
  • Present technical information clearly and effectively to boards, commissions, management, and the public
  • Support zoning appeals and hearings through preparation, analysis, and presentations
  • Provide clear and concise code interpretations to staff, the public, and design professionals
  • Coordinate work between multiple departments, agencies, and stakeholders
  • Communicate clearly and concisely, both orally and in writing
  • Establish and maintain effective working relationships with staff, developers, contractors, and the public
  • Perform the essential duties of the job with or without reasonable accommodation
