Position: Finance Manager - Rio Metro Regional Transit District

Finance Manager - Rio Metro Regional Transit District General Description

Plan, direct, and oversee the activities of Rio Metro Regional Transit District (RMRTD) accounting staff, ensuring effective management of financial operations, government accounting practices, budget preparation and monitoring, and grant administration. Provide leadership in maintaining compliance with regulatory requirements, improving financial processes, and supporting accurate and timely reporting to internal and external stakeholders. Collaborate with senior leadership to align financial practices with organizational goals and funding strategies.

  • Plan, direct, and coordinate the work plans of assigned divisions through subordinate staff; assign responsibilities, review methods, evaluate outcomes, and collaborate with key staff to resolve issues.
  • Supervise RMRTD accounts payable staff to ensure compliance with all applicable State and Federal regulations.
  • Oversee accounts receivable operations, ensuring adherence to contract terms, schedules, and regulatory requirements; maintain accurate logs, files, and records.
  • Monitor Federal, State, and general fund accounts; initiate reimbursement requests from funding agencies as needed.
  • Prepare regular financial status reports for both operational and grant-funded programs.
  • Submit quarterly financial statements to the Department of Finance and Administration (DFA) in accordance with reporting requirements.
  • Process and request Federal ECHO draws following review and approval by the Senior Finance Manager.
  • Prepare and analyze a variety of financial statements; identify and address issues related to RMRTD’s financial activities.
  • Audit and authorize vendor payments; determine appropriate funding sources and ensure proper allocation.
  • Conduct monthly reviews of outstanding accounts receivable balances to ensure timely collection.
  • Assist with the annual development and preparation of RMRTD’s operating and capital budgets.
  • Serve as the primary contact for the RMRTD annual audit, working closely with auditors and internal staff.
  • Collaborate regularly with Federal and State agencies on financial matters.
  • Review and approve bank deposits; perform monthly bank reconciliations to ensure accuracy and integrity of financial data.

Other Functions

  • Attend relevant conferences and professional meetings to stay informed on industry trends and best practices in accounts receivable and collections.
  • Provide backup support to the Senior Finance Manager when needed.
  • Perform Other duties and responsibilities as assigned.
Minimum Qualifications

Education and Experience

Related education and experience may be interchangeable on a year for year basis.

  • Bachelor’s degree in Accounting, Business Administration, or a closely related field.
  • Completion of at least nine (9) credit hours in accounting coursework.
  • Minimum of seven (7) years of professional experience in fiscal management.
  • At least four (4) years of direct supervisory experience in a management and/or administrative role.
  • Governmental accounting education and/or experience strongly preferred.
Additional Requirements Knowledge, Skills, and Abilities
  • Understands the principles and practices of accounting and auditing to ensure accurate financial operations.
  • Applies governmental accounting methods, statistical tools, and financial analysis techniques to public sector finance. Utilizes budget forecasting methods to support short- and long-term financial planning.
  • Manages municipal budget preparation and administration processes to align with organizational goals and compliance standards.
  • Adheres to governmental accounting principles and practices for proper fund and grant accounting.
  • Implements cost accounting methods and concepts to track and allocate program expenses effectively.
