Budget Analyst

Overview

ATA Services is currently seeking to hire an experienced Budget Analyst to work on a 4-month temporary position with Bernalillo County. Pay Rate: $26.03 per hour with weekly pay.

Monday – Friday; 8am – 5pm.

Location:

Downtown Albuquerque.

• Audits, monitors, and prepares reports for capital and operating budgets.
• Provide financial analysis, review administrative resolutions and ordinances on agenda items presented to the Board of County Commissioners.
• Prepare a diverse range of reports and analysis including budget, accounts payable, and payroll planning expenses.
• Perform professional duties related to development, auditing, monitoring, and report preparation for budgets for assigned departments; examine budget proposals for completeness, accuracy and conformance with procedures, regulations, and objectives.
• Formulate and provide recommendations to management regarding funding solutions, process improvements and reporting.
• Coordinate the annual budget process with assigned departments, review budget requests, and recommend funding adjustments to meet balanced budget requirements; prepare reports detailing payroll, operating and capital totals; evaluate distribution of funds and resources among departments.
• Provide technical assistance on quarterly budget reviews; analyze quarterly financial information and propose corrections for deficits or reallocations.
• Address budget-related inquiries and advise on budget conformance, reorganizations, and position changes; assist with adjustments to meet department needs and county objectives.
• Review administrative resolutions and ordinances for accuracy; analyze information and recommend changes prior to submission.
• Provide current expenditure and revenue information to supervisors using financial management systems software and related tools.
• Collaborate to create the Biennial Budget Book, Budget in Brief, and external Budget Quarterly report; prepare narrative and financial sections.
• Review contracts and grant agreements to ensure funding availability, including grant matching funds, prior to execution.
• Assist with budgeting salary and benefit costs.
• Assist with revenue forecasting (tax revenues, licenses and permit fees, investment income, charges for service) and work with departments to evaluate assumptions and trends.
• Review and analyze the impact of new or changed legislation on county finances.
• Conduct training sessions for County staff on budget procedures and systems.
• Analyze past budgets and economic/financial developments affecting revenues and expenditures.
• Prepare and submit mandated reports and documents to agencies as required.

• Bachelor’s degree in accounting, finance, economics, business administration or related field.
• Two (2) years of increasingly responsible professional budget program experience. An equivalent combination of education and experience may be considered.
• Post-offer background investigation and drug screening required. Must comply with County safety guidelines.
• Required FEMA training as assigned to the position.
