The Mid-Region Council of Governments is looking for an Accounting Manager to collaborate with MRCOG/WIOA management and staff in the management of funding, operating budgets, grant management, AR/AP, payroll and related areas of responsibility.
Essential Functions- Oversees fiscal planning, accounting support, internal control and audit activities; plans, organizes and oversees the production and management of the WIOA annual operating and capital improvement budgets; provides staff support to the WIOA Administrator, coordinates annual audits;
- Coordinates the preparation of financial performance reports; assists management with problem resolution, research, data analysis and report preparation; contract administration, grant preparation; monitors and keeps abreast of current developments or proposed changes of laws, regulations and literature.
- Implements and monitors internal controls, supervises a variety of specialized financial and statistical record keeping assignments, including payroll, accounting, revenue collection and purchasing and inventory records;
- Develops the WIOA capital and operating budget and monitors expenditures; assesses monetary needs and makes recommendations for budget; prepares financial and statistical reports; reviews and interprets cost estimates; researches and analyzes information related to accounting and the WIOA financial status; monitors revenue collection and establishes and maintains cash handling procedures
Knowledge of administrative procedures, and other federal grant procedures and reporting requirements, State of New Mexico and USDOL Grant financial reporting requirements, operation of accounting software & standard office equipment and computer software applications in word processing, spreadsheets, presentation software, e-mail, and internet. Must be able to motivate and retain staff, deliver professional representation of MRCOG’s financial information to the Board of Directors and recommend best practices.
Education and ExperienceBachelor’s Degree from an accredited four-year college or university in accounting, Business Administration or related field with major course work in business, finance, accounting or a closely related field. Five (5) years of progressively responsible and varied professional work experience in public sector finance and maintenance of accounting and fiscal records, including two years in a supervisory position.
Knowledge,Skills and Abilities
Knowledge of principles, techniques of accounting, supervision and training; of applicable laws, rules and regulations governing the maintenance of account and fiscal records; organizational programs and activities; of federal and state purchasing methods and procedures; of techniques of effective record keeping and report writing; of computer applications and software related to accounting and fiscal management; of budget development, forecast modeling and expenditure control.
Must have the ability to read, write, and effectively communicate; to supervise, plan, organize and evaluate the work of subordinates; to meet schedules and time lines; to use a personal computer and applicable software applications; to develop a budget and prepare reports; to interpret and apply policies, laws and regulations and ensure compliance with policies, procedures; to effectively represent the fiscal functions of WIOA.
