Duties
  • Performs and directs the performance of studies and designs for the general civil engineering features of reconnaissance, feasibility reports, and engineering after feasibility for civil works projects. 25%
  • Performs and directs the general civil engineering design activities of major construction projects to include:
    Utilities, roads, streets, site development, water supply, sewer system designs, solar and photovoltaic energy infrastructure, and site development for energy projects such as microgrids, combined heat and power plants and electric power transmission lines. Work entails the preparation of applicable technical provisions of contract specifications for civil works and military construction projects. The engineering activities are performed by a staff of civil engineers, engineering technicians and draftsmen which are guided by GS-12 Civil Engineer Work Leaders and a GS-12 engineering technician work leader.

  • Performs and directs the development of designs and preparation and negotiation of contracts/agreements associated with Federal and non-Federal relocation features of civil works projects. 5%
  • Performs and directs the preparation of the general civil engineering portions of detailed scopes of work for designs of major construction projects, AE design fee government estimates, technical appendices for preparation of reports, design memoranda, designs and contract plans accomplished by contract AE design firms and review and approval of submitted work for technical design adequacy. Directs review and evaluation for determination of AE Design Liability.

    Major construction projects include hospitals, hangars, research facilities, missile range maintenance facilities, solar and photovoltaic energy infrastructure, electric power transmission lines, and energy projects such as microgrids, combined heat and power plants and wind turbines, among other ancillary facilities. 10%
  • Performs and directs the performance of inspection and monitoring of the general civil engineering features of on‑going construction projects for conformance with design intent and resolution of design related field problems encountered on major construction projects mentioned in Items 2 and 4 above. 10%
  • Directs the preparation of contract drawing changes of the general civil engineering features of the projects required for contract modifications to on‑going construction contracts and views shop drawings in this functional area for conformance with contract requirements on major construction projects mentioned in items 2 and 4 above. 5%
  • Plans, organizes, coordinates, schedules, and reviews the work of the Section. Initiates, establishes, and controls technical policies, administrative procedures, and basic technical guides for the work. Reviews basic data and establishes criteria for accomplishment of program(s) activities. Makes work assignments on the basis of current workload and capabilities of individual employees. Schedules work and assure deadlines are met. Answer questions and makes decisions during progress of the work.

    Make interim review adequacy and accuracy of data, criteria, recommendations, and conclusions presented, as well as the methods of analysis used by subordinates. Insures compliance with established policies and procedures. Performs line supervisory management duties such as initiating, recommending, or approving personnel actions, approving leave, developing performance appraisals, conducting annual review of positions. Responsible for management of position and pay, and for selection of strong participation in selection of employees.
