SUMMARYManages an engineering team of highly specialized transmission planning engineers. Analyzes and makes recommendations regarding the state‑wide operation and expansion of the short‑term and long‑term electric transmission system. Defines requirements to ensure compliance with reliability, operating, and planning criteria. Oversees preparation of NERC‑required ten‑year planning documentation, capital budget, and business justifications for upgrades and additions pursuant to PNM's Open Access Transmission Tariff (OATT).
Represents the company with state and regional entities, other utilities, government agencies, and private industry.
- Analyze requirements of short‑term and long‑term transmission system and capital budget.
- Perform analysis and make recommendations regarding level and types of inter‑utility transactions and regional operations.
- Evaluate transmission system improvements related to load growth, generator interconnections, and tariff and non‑tariff transmission service studies.
- Prepare all internal and external justifications involving company electric transmission expansion plans and associated operating data.
- Analyze and define system transfer capabilities on company system and surrounding utilities, specifying design and performance criteria for future generating system.
- Manage development, monitoring, and documentation of compliance related activities for transmission system facilities planning.
- Plan, organize, budget, and direct activities necessary to accomplish department goals and objectives; develop and maintain department charter.
- Participate, support, and review all retail regulatory filings and associated data preparation for consistency, accuracy, and reasonableness of results.
- Provide research, data, and expert testimony on company transmission planning and improvement activities for regulatory filings and responses.
- In depth knowledge of engineering principles and economic analyses.
- Demonstrated understanding of theoretical engineering concepts related to utility operations and practices.
- Working knowledge of regulatory framework and general business practices.
- Knowledge, understanding, and commitment to express and implement company vision and goals.
- Knowledge and understanding of company budgets and relationships with other departments.
- Technical and engineering skills to execute specific functions of department.
- Ability to demonstrate sound judgment.
- Highly motivated team player with strong leadership skills.
- Bachelor’s degree in engineering or related technical discipline with seven to nine years of related engineering experience in an electric utility.
- At least two years of experience in system planning, including two years of management experience, or equivalent combination of education and experience.
- Registration as a Professional Engineer is preferred.

- Ability to read, analyze, and interpret business periodicals, professional journals, financial reports, and legal documents.

- Ability to comprehend and apply principles of advanced calculus, modern algebra, and advanced statistical theory.
- Ability to work with concepts such as limits, rings, quadratic and differential equations, and proofs theorems.
- Knowledge of word processing, spreadsheet, and presentation software.
- Ability to develop creative solutions to complex problems, involving a multitude of complex guidelines and variables (e.g., planning, economic, technical, political, and regulatory).
