Position Overview:
The Lead Structural Engineer (GS‑0810‑13) serves three principal functions within the Albuquerque District:
District Bridge Safety Program Manager (BSPM), District Hydraulic Steel Structures Program Manager (HSSP), and Senior Structural Engineering Specialist. This position provides expert‑level technical oversight for complex civil works, military, and interagency projects, with emphasis on bridges, dams, hydraulic steel structures (HSS), and seismic evaluations. The incumbent is responsible for program management, design and construction leadership, technical reviews, and ensuring quality and safety standards are met in accordance with USACE policies and engineering best practices.
This role requires extensive coordination with federal, state, and local agencies and stakeholders, as well as technical leadership to teams of engineers, scientists, and technicians. Travel of up to 25% is expected. Professional Civil Engineer (PE) registration is a selective placement factor and is required for this position.
1. Structural Program Manager and Technical Specialist (50%)- Serves as District Bridge Safety Program Manager (BSPM):
- Leads evaluations, seismic analysis, inspections, and coordination with FHWA and state bridge officials in NM and CO.
- Plans, assigns, and oversees work of engineering inspection teams.
- Manages program budget, schedules inspections, and ensures compliance with bridge safety regulations and USACE standards.
- Serves as District Hydraulic Steel Structures Program Manager (HSSP):
- Provides oversight of the structural safety and performance of hydraulic steel structures.
- Oversees inspections, seismic evaluations, and program execution.
- Develops budgets, schedules, and technical criteria; ensures deliverables align with USACE HSS engineering requirements.
- Provides leadership in resolving critical and sensitive programmatic issues through diplomacy and technical negotiation.
- Serves as senior structural engineering authority on:
- Civil works projects: earth and rockfill dams, flood walls, bridges, offshore structures.
- Military construction: foundations, airfields, facilities.
- Special inspections and evaluations for dam/bridge safety, seismic loading, foundation design.
- Leads Preconstruction, Engineering and Design (PED) efforts:
- Develops technical design criteria, reviews construction documents, and resolves complex engineering challenges.
- Utilizes advanced analysis tools (e.g., finite element analysis) and modern CADD systems.
- Provides expert consultation during emergencies or natural disasters.
- Provides support in change order negotiations and may serve as an expert witness on structural matters.
- Performs independent technical reviews (ITR) and quality checks of complex structural features of in-house and A‑E designs.
- Evaluates designs for compliance with USACE criteria, building codes, and sound engineering principles.
- Participates in development and revision of Corps-wide Engineering Manuals, Standard Drawings, and Guide Specifications.
- Conducts on‑site inspections to ensure conformance with plans and specifications.
- Advises Construction—Operations Division on complex construction‑related structural issues.
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in competitive service.
Minimum Education RequirementA Bachelor's degree (or higher) in Civil Engineering from an ABET‑accredited institution.
LicensureRegistration as a Professional Engineer (PE) in Civil Engineering is required and is a Selective Placement Factor.
Minimum Experience RequirementAt least one year of specialized experience at the GS‑12 level or equivalent, which includes:
- Structural analysis and design for civil works and military construction projects.
