Pay: Probationary Hourly Rate of $36.32;
Union Hourly Rate of $37.06

The role is responsible for the oversight and leadership of various construction projects and general maintenance projects. Responsibilities include preparing time, cost, and materials estimates, scheduling maintenance jobs, supervising maintenance employees, and ensuring compliance with contract requirements and industry standards.

Responsibilities
  • Plan, assign, train, and supervise all projects and repair tasks involving heavy equipment operators, truck drivers, masons, and laborers.
  • Conduct performance evaluations, issue disciplinary actions, handle employee complaints and grievances, and recommend hiring, termination and promotion of staff.
  • Direct assignments involving road construction and specialized highway maintenance such as pavement patching, road oiling and sealing, and shoulder repairs.
  • Recommend major and minor repairs or development needs and provide technical assistance in new construction design.
  • Interpret blueprints, construction specifications, engineering drawings, and discuss procedures with affected parties to ensure compliance with contract requirements, industry standards, and codes.
  • Assist in the development of budget and prepare monthly reports.
  • Forecast, project, and monitor unit costs and expenditures for supplies, equipment, and man‑hours for maintenance and construction projects and contracts.
  • Assist in the development of policies and procedures.
  • Inspect equipment for proper operation and maintenance; inspect work at various sites daily to ensure work orders are properly completed.
  • Order and control inventory of equipment and materials at the maintenance shop.
  • Train employees in the operation of equipment, machines, and power tools, and in the proper use of heavy equipment.
  • Ensure OSHA compliance and safety of workers and the general public.
  • Resolve on‑site difficulties and ensure smooth work operations.
  • Assist maintenance workers in completing work tasks and in the repair of equipment and tooling.
  • Maintain time‑keeping records of crew members for payroll purposes.
  • Minimum Qualifications
  • Associate’s degree from an accredited institute in construction, civil engineering technology, or a related field plus five (5) years of work involving road construction maintenance, including two (2) years in a lead or supervisor capacity.
  • OR combination of post‑secondary education and/or experience totaling seven (7) years involving road construction maintenance, including two (2) years in a lead or supervisor capacity.
  • New Mexico Contractors License GA‑98 preferred.
  • Knowledge of road construction and all types of road maintenance, and the County road system.
  • Ability to plan, schedule, train, and direct the work activities of others engaged in road construction maintenance.
  • Civil engineering principles and practices related to public works construction and maintenance in the area of assignment.
  • Principles of inspections, testing, environmental monitoring, and handling of hazardous chemicals and materials.
  • Ability to establish objectives, recommend procedures, and/or methods for cost‑effective programs.
  • Ability to exercise judgment and discretion in interpreting department policy and in staff supervision matters.
  • Knowledge of hand and power tools, testing devices, and welding equipment used in shop activities.
  • Knowledge of occupational hazards and safety precautions, related federal, state, and local laws pertaining to road construction and heavy equipment.
  • Knowledge of the operation and maintenance of all trucks and heavy equipment used by crews.
  • Ability to supervise others and to clearly articulate instructions to subordinates.
  • Ability to carry out complex oral and written instructions.
  • Ability to plan work assignments and write reports.
  • Ability to develop productive work relationships with supervisors, subordinates, and other County employees.
  • Ability to communicate effectively in both oral and written English.
