To be eligible at the GS-14 level, you must have at least ONE year of specialized experience equivalent to the GS-13 level in Federal Service.

Specialized experience includes experience performing the following:

• Managing the distribution of staff workload to meet the mission of an organization.
• Providing advisory services to senior management officials on administrative program areas.
• Developing and maintaining a system of internal controls and accountability.
• Supervising or managing an office or organization for two or more of the following administrative program areas: (a) Budget; (b) Human Resources (HR); (c) Information Technology (IT); (d) Acquisitions and/or Contracting; or (e) Property/Space Management.

The CTAP provides eligible surplus and displaced competitive service employees in the Department of Justice with selection priority over other candidates for competitive service vacancies.
