The Development Services Manager performs highly skilled professional and technical work supporting the City’s land development and development services functions. This position manages the end-to-end land development review process (from pre-application through approvals, construction coordination, and closeout). It provides a technical review of site/civil plans and related engineering elements within the individual’s qualifications and licensure. Serves as a primary point of contact for applicants and the public on development requirements and ensures high-quality customer service, timely reviews, and consistent application of City standards and ordinances.

Land

Development Coordination & Customer Service
  • Serves as liaison between applicants/consultants/owners and City departments on development and land improvement processes.
  • Manages the development review workflow to ensure complete, accurate, code-compliant submittals.
  • Leads pre-application meetings; explain requirements, timelines, fees, and approvals.
  • Responds to technical/procedural questions on site plans, subdivisions, access/driveway/easements, and related permits.
Plan Review & Technical Support (Within Qualifications)
  • Reviews development plans/materials (site, grading, drainage, utilities, access/traffic, erosion control, stormwater) and compile coordinated comments.
  • Identifies deficiencies, issues consolidated written comments and manages resubmittal cycles.
  • Evaluatse assigned engineering-related elements (stormwater concepts, grading, utilities, erosion control) for alignment with City standards and applicable regulations.
  • Manages reviews with internal departments and external agencies; track conditions of approval.
Construction Coordination, Inspections & Compliance
  • Coordinates and/or conducts construction site visits to verify conformance; document findings and required corrections.
  • Supports erosion/sedimentation and stormwater compliance activities as assigned, including complaint response.
  • Assists with project closeout by verifying required improvements, collecting as-builts/record drawings (as applicable), and confirming conditions are met.
Records, Sureties, and Tracking
  • Tracks sureties, agreements, fees-in-lieu, and milestones; coordinate reductions/releases/collections per City policy.
  • Support contract/grant reporting as assigned.
GIS, Data, and Continuous Improvement
  • Maintains basic GIS/development data and produce maps/reports as needed.
  • Recommends and supports process improvements, standards, checklists, and workflows.
Other
  • Supports the Planning Director and team with daily operations and special projects; perform other duties as assigned.
Minimum Qualifications Education/Experience (one):
  • Bachelors in a related field + 3–5 years relevant experience,
    or
  • Associate degree + 5–7 years relevant experience.
  • Certification or significant training and coursework towards becoming a Building Inspector level I or higher.
Requirements:
  • Valid NC driver’s license (or ability to obtain).
  • Ability to obtain required job-related certifications.
Preferred Qualifications
  • Training/certification in erosion control, stormwater, floodplain, or watershed management.
  • Certification or significant training and coursework towards becoming a Building Inspector level I or higher.
  • Experience coordinating multi-department reviews and condition tracking.
  • GIS (ArcGIS/Online) and digital plan review/permit tracking experience.
Physical Requirements Working Conditions
  • Office and field work at active development sites; exposure to weather and construction conditions.
  • Medium physical demands; ability to use a computer and measuring tools.
