Position: Intermodal Transportation Specialist 1 (NY HELPS)
Location: City of Albany

Responsibilities

  • Performing oversight activities at transit agencies to ensure rail transit agencies comply with the applicable State and Federal Regulations and the State Safety Oversight Program Standard.
  • Assisting with the oversight and monitoring of rail transit operations including operating procedures, accident investigation procedures, bulletins, rule books, maintenance plans, training plans, hazard management corrective actions, and record-keeping activities.
  • Collecting data to identify trends and issues about rail and rapid transit safety
  • Assisting with on-site compliance reviews and safety audits of rail transit agency property, rail transit vehicles, and rail operations.
  • Preparing, attending and participating in scheduled meetings with rail transit agencies, Federal agencies and internal groups.
  • Assisting with investigations and assessments to identify hazards, deficiencies and vulnerabilities of rail fixed guideway system operations and infrastructure.
  • Assisting with developing data to track and analyze operations/incidents and safety compliance in collaboration with federal, state and local agencies.
  • Receiving, on a 24 hour / 7 day a week basis, immediate phone notifications of railroad accidents; this will require being placed on a stand-by roster and can require responding to the scene of an accident after normal duty hours as required.
  • Conduct investigations about collisions, derailments, and other accidents on railroads and rail rapid transit to determine probable cause and prepare reports of the findings.
  • Prepare data for required annual reports.
  • Financial tasks associated with grant administration and contract management.
  • Performs other job-related duties as assigned.
Minimum Qualifications

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

Qualifications

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open competitive minimum qualifications for this position. The qualifications are:

  • Six years of experience directly administering, implementing, developing, or managing various types of modal or intermodal services, facilities, or operations as follows: development, administration, or evaluation of federal, state, or local technical assistance, management assistance, or financial assistance programs, including USDOT grants, related to modal or intermodal services; policy development or evaluation of federal, state, or local government programs, regulations, or legislation affecting modal or intermodal services;

    development or management of modal, intermodal, or economic development/industrial access capital programs or projects directly related to modal services (highway capital programs are not qualifying); planning, marketing, management, or operation of modal or intermodal transportation systems and services; or direct responsibility for the development, implementation, or management of comprehensive safety programs for modal or intermodal transportation facilities and services.
  • Substitution:
    An associate degree can substitute for two years of specialized experience; a bachelor’s degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.
  • Non-Qualifying

    Experience:

    The following are examples of types of experience that will not be considered qualifying for this examination: fleet and crew dispatching and routing; travel/tourism; route sales/delivery; product distribution/warehousing; bus/truck driver; train engineer/conductor; maintenance/staff related to buses, trucks, trains, or ships; airport, bus depot, or railway station security officer; customer survey sampling; engineering technician; occasional safety training or inspections; technician or paraprofessional-level experience;

    or any experience limited to the clerical processing of information, data gathering, or preparing data for analysis.
