Software Developer - Expert

Job Description Project/Program

CONNECTIONS is an ongoing effort to develop, maintain, and support the New York State Automated Child Welfare Information System for OCFS, LDSS, and voluntary agencies. The system includes:

  • Child Protective Services (CPS) Intake
  • Child Protective Services (CPS) Investigation
  • Resource Directory & Foster Adoptive Home Development (FAD)
  • Case Management / Family Services (FSS)
The system is a complex, highly integrated application that interfaces with legacy applications and third‑party software. The position will augment current staff in developing the CONNECTIONS Placement module.

Day‑to‑Day Tasks

  • Participate in requirement and design sessions.
  • Set technical direction for the future of the CONNECTIONS application.
  • Serve as a conduit between technical and non‑technical staff to explain new software, controls, and processes.
  • Lead technical interfacing with legacy applications.
  • Guide new designs incorporating WPF and WCF functionality.
  • Establish UI design standards.
  • Guide technical staff in code reviews to ensure adherence to coding standards.
  • Evaluate and select third‑party software for integration into CONNECTIONS.
  • Mentor senior developers on MVVM patterns and the pre‑established development framework.
  • Develop appropriate system documentation.
  • Perform reviews of other developers’ WCF, WPF, and .NET code.

Mandatory Qualification

  • Extensive experience in all facets of software development, including research, design, programming, testing, and implementation.
  • 84+ months of industry experience, providing guidance to large teams and recognized as an expert in the field.

Requested Qualifications

  • 84 months of experience designing, developing, and supporting child welfare applications under SACWIS or CCWIS federal regulations.
  • 84 months of experience developing applications with C#, , and .NET Framework 4.0 or above.
  • 84 months of experience with Windows Presentation Foundation and ASP.NET.
  • 84 months of experience with WCF and WebAPI.
  • 84 months of experience with MVC, MVVM, or similar patterns.
  • 84 months of experience using , SQL, PL/SQL, and writing stored procedures, functions, and packages in Oracle 10g or higher.
  • 72 months of experience performing regression and integration testing.
  • 72 months of experience writing unit tests using Rhino Mocks.
