Overview

The Administrative Officer, under the general direction of the Director of Employee Relations, is responsible for overall supervision of, and policy development for, administrative matters in the Office of Employee Relations (OER) and the New York State Labor-Management Committees (LMC). The Administrative Officer is the head of the Division for Administration and a member of the Director’s cabinet.

Duties
  • Direct and coordinate the Division for Administration business activities in the following functions: human resources management; budgeting and financial management; contract administration; grants; communications; and support services.
  • Oversee the administration of statewide employee benefit funds in cooperation with the labor-management committees.
  • Monitor workforce, financial, and other metrics to ensure proper allocation and management resources; and promote accountability.
  • Work closely with the Office of Information Technology Services to implement enterprise information system policies and to oversee the implementation of measures to ensure the appropriate use of information systems, the protection of confidential information and the maintenance of system security and integrity, and limit data risk.
  • Coordinate and implement human resources functions such as recruitment and training; and promote entity’s employment opportunities.
  • Oversee the drafting and editing of reports.
  • Oversee Employee Program Committees such as Employee Recognition, Professional Development, Wellness etc.
  • Oversee and coordinate Agency Strategic Plan and Emergency Management Plan.
  • Directly supervise staff and/or supervise managers of the following functional areas: human resources management; budgeting and financial management; contract administration; grants; communications; and support services.
  • Oversee the development and implementation of the internal control plan for OER and LMC, including periodic management audits of agency and labor-management programs.
  • Act for the Director in forming and coordinating intra-agency work teams to address organizational and budgetary issues affecting the entire agency.
  • Establish long range plans for staffing and succession, space allocation and other logistical issues. Develop and direct initiatives for continuous improvement of agency administrative processes.
  • Oversee and conduct special projects, as assigned by the Director, for the Governor’s Executive Chamber, the Center for Recruitment & Public Service, the Division of the Budget, the Office of the State Comptroller, the Statewide Learning Management System, the Statewide Financial System, and the Business Services Center. Represent the Director on inter-agency task forces.
  • Function as the Director’s liaison to the Division of the Budget, the Center for Recruitment & Public Service, the Department of Civil Service, the Office of the State Comptroller, and other control agencies on policy issues affecting the administration of OER, LMC and the employee benefit funds.
  • Advise and assist the New York State Deferred Compensation Board in the administration of the Deferred Compensation Plan. Oversee the appropriated accounts for the Board.
Qualifications

Minimum Qualifications
  • Bachelor’s degree and seven years of relevant experience*
  • Experience with in New York State government, including:
  • Agency administration experience
  • Financial management (budgeting and forecasting) experience
  • A minimum of five years of supervisory/management experience
  • Excellent writing, speaking, presentation, project planning and project management skills
  • Excellent organizational and communication skills
  • Proficient skills in Microsoft Office Suite
  • Experience with Statewide Financial System (SFS) and Business Services Center (BSC) preferred
  • Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience;
    Ph.D. may substitute for two years of specialized experience.
