Description:
The New York State Education Department’s (NYSED) Office of Performance Improvement and Management Services is seeking candidates for an Operations Support Manager 2 position in the Facilities and Business Services Office. The incumbent reports to the Director of Facilities and Business Services. Duties of this position include, but are not limited to, the following:
- Assist the Director in coordinating all functions of the office, including management of facilities and capital construction project administration.
- Support and provide oversight of the Department’s health and safety initiatives, facilities operations, lease and space planning, fleet management, security services, office services and print plant operations.
- Review, research and recommend administrative rules, policies and procedures as they relate to office activities and internal controls.
- Ensure compliance with regional, state, and industry guidelines and regulations.
- Conduct management analysis of operating procedures to increase productivity and efficiency and maintain standards of performance.
- Supervise and review assignments of staff, as appropriate.
- Perform additional duties as required.
Section 52.6 Transfer:
Candidates must have one year of permanent competitive or 55b/c service in a title allocated M-2 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Non-competitive Promotion:
If there are three or fewer qualified candidates, a permanent appointment may be made as a non-competitive promotion pursuant to Section 52.7 of the Civil Service Law. To qualify, candidates must have one year of permanent competitive or 55b/c service as an Operations Support Manager 1, Plant Superintendent B, Plant Superintendent C, or Facilities Planner 2.
In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the NYSED of our intention to conduct a non-competitive promotional examination for the position of Operations Support Manager 2 in Albany. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if a non-competitive examination is approved by the Department of Civil Service.
Provisional Appointment:
In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current NYSED employee and have one year of permanent service as an Operations Support Manager 1, Plant Superintendent B, Plant Superintendent C, or Facilities Planner
2. Provisional candidates must take the examination for Operations Support Manager 2 when it is next offered, and must be reachable on the resulting eligible list to maintain employment.

Additional InformationCONDITIONS OF EMPLOYMENT:
This is a permanent, competitive appointment or a temporary provisional appointment. Provisional candidates must take the examination for Operations Support Manager 2 when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. This position allows for telecommuting up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.
Salary:
This position leads to a maximum salary of $131,298 based on annual performance advances. For new State employees, the starting salary is the hiring rate (beginning of the Salary Range).
