Program / Project Manager, Operations Manager
Purpose of Job
The purpose of this job is to develop, manage and administer staff, programs, operations and facilities of the department. Duties include developing, planning and administering policies, goals, grants, budgets, reports, hiring and supervision, liaison with agencies, public service and additional tasks as assigned.
Job Related RequirementsWORK SCHEDULE: Non-traditional schedule including weekend, holidays, emergency calls. Must work religious holidays, regular attendance, cooperative teamwork, vehicle operation, safe driving policy.
Bachelor's degree in Recreation and Parks Management, Leisure Studies, or related field with five years of related experience, or equivalent combination.
Five years of supervisory experience
. Valid Georgia driver’s license required. CPRP preferred.
- Develop department mission, goals, objectives, long-range and strategic plans.
- Coordinate services with other divisions, agencies, non-profits, community.
- Attend presentations, civic meetings, youth organizations, ceremonial events.
- Oversee comprehensive public arts program, summer camp needs, and event planning.
- Edit publications, communicate media items.
- Recruit, hire, supervise, evaluate staff, handle HR concerns, counseling, discipline, performance appraisals.
- Develop annual operating and capital budgets, capital planning, private agency budgets.
- Administer operating and risk management policies.
- Administer grant applications, monitor performance, complete reports.
- Produce annual and statistical reports, review communications.
- Inspect facilities, oversee security, coordinate risk management.
- Contracting officer for design, engineering, construction contracts.
- Oversee county-wide greenway and rail-to-trail network development.
- Negotiate real estate transactions for park property acquisitions.
- Develop and recommend Unified Government ordinances, conduct reviews.
- Enforce regulations, educate public, coordinate law enforcement citations.
- Compose correspondence, prepare agenda reports, presentations.
Skills and Abilities
- Knowledge of Athens-Clarke County regulations, federal and state laws, grant regulations, volunteer program administration, park and recreation management.
- Management, human resources, financial, environmental education practices, policies, procedures.
- Strategic planning, event planning, public property management skills.
- Computer, software program proficiency.
- Budget development, administration, accountability.
