Systems Administrator, Systems Analyst
Location: City of Albany
Duties Description
Under the direction of a Manager Information Technology Services 1, SG-27, within the Dedicated Support team, Office of Mental Health and Office of Addiction Services and Supports Portfolio, the Information Technology Specialist 4 will serve as an Application Development Lead/Specialist supporting multiple Office of Mental Health patient and finance/billing systems.
Responsibilities- Application Architecture & Development
- Lead the design, development, and enhancement of web-based applications using .NET Core / .NET MVC and maimframe.
- Oversee system integrations, including data exchange interfaces and migration/conversion scripts.
- Contribute to infrastructure, application, and database architecture decisions ensuring scalability, performance, and security.
- Ensure all work aligns with Secure Software Development Life Cycle (SSDLC) practices.
- Database Engineering
- Guide developers in writing optimized SQL for procedures, packages, and triggers.
- Support analysis and extraction of large datasets (10M+ rows) for operations and reporting.
- Leadership & Collaboration
- Mentor and supervise state and contractor development staff; assign work and enforce coding standards and best practices.
- Provide accurate estimates and support junior staff in estimation, test planning, and documentation.
- Collaborate closely with business analysts to translate requirements into efficient, modernized technical solutions.
- Operational Support & Quality Assurance
- Coordinate application deployments and environment migrations, including patching and performance monitoring.
- Support unit, integration, load, and performance testing efforts; troubleshoot and resolve application issues.
- Maintain clear, high-quality technical and functional documentation.
- Communication & Professionalism
- Demonstrate strong written and verbal communication skills.
- Maintain adaptability with evolving technology to meet organizational needs.
Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 4, SG25 OR in a position at the SG23 level or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
