Location: City of Albany
Duties
Perform cyber security activities to protect New York State’s assets (data, systems and infrastructure) and collaborate with State and federal entities to identify and respond to threats and risks to New York State. Performs a variety of information security duties with detailed instructions and guidance provided by either an Information Technology Specialist 3 (Information Security) or higher-level security position; may supervise student assistants or support staff.
- Help CIO in evaluating security controls and providing secure solutions
- Research new security techniques and methodologies
- Research and provide guidance on security requests including security exceptions, new technology, and privileged access
- Assist with OSC’s security awareness program to educate stakeholders, business units, and the CIO on the value and requirements of information security
- Research security best practices for articles to include on the ISO web site
A bachelor’s degree
* in Information Security, Cyber Security, Digital Forensics, Information Assurance, or Information Technology related field.
OR an associate’s degree with 15 credit hours in Cyber Security, Information Assurance, or Informational Technology AND two years of information security related technology experience**.
Appropriate information security or information assurance experience may substitute for the bachelor’s degree on a year-for-year basis.
Experience solely in information security or information assurance may substitute for the general information technology experience.
TransferFor 52.6 transfer to an Information Technology Specialist 2 Information Security, salary grade (SG)-18, you must have one year of permanent competitive service in an approved title for transfer allocated to an SG-16 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Preferred Qualifications & Knowledge, Skills, and Abilities- Information Security:
Coursework such as security program management, information assurance, security policy, application security, risk management, security awareness programs, policy developments. - Security Fundamentals:
Includes coursework such as fundamentals of operating systems, network, application, and database security. - Knowledge of security principles, including the areas of information security or information assurance.
- Knowledge in any of the following security areas: NIST Special Publications, FedRAMP Program, CIS Critical Security Controls, Security Policies, Access Controls (Data Protection), Vulnerability Assessment and Remediation, Encryption, or Malware Defenses.
- Demonstrated experience in researching and gathering security business requirements.
- Demonstrated ability to maintain sensitive and confidential information.
- Knowledge of risk assessment.
- Strong analytical and problem‑solving skills.
- Excellent communication skills, both oral and written.
- Strong customer service skills.
- Demonstrated ability to work in teams and lead teams.
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so.
Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
