Job Description Project/Program

New York State of Health (NYSoH) is New York's official health plan marketplace established by Executive Order No. 42. The temporary personnel services requested are needed to support the on-going design and development of information technology systems consistent with enrollment goals and federal and state law and rules. The IT Specialist will work closely with New York State of Health (NYSoH) plan management program staff to provide technical expertise for the creation and development of comprehensive access/oracle databases for product plan offerings and consumer complaints.

Specific duties include:

• Technical design, development, testing, and tuning of the comprehensive MS access/oracle databases.
• Interaction with users to troubleshoot problems and gather requirements.
• Track and document changes to functional and technical specifications.
• Design, develop, and thoroughly test all enhancements, interfaces, workflow, reports, and perform data conversion.
• Assist with the development of training related to the access database implementation for users.

IT Specialist - Works in the field of Information Technology, experienced in the usage and support of a collection of development platforms, technical architectures or business applications and products that run on those platforms - beyond that of a Programmer.

84+ months:
Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.

• 72 months of experience gathering, documenting and tracking changes of functional and technical requirements for development and maintenance of advanced Access/Oracle Databases.
• 84 months of experience gathering requirements and developing and testing customized queries in MS Access/Oracle.
• 84 months of experience gathering requirements and developing and testing customized reports in MS Access/Oracle
• 72 months of experience application maintenance, troubleshooting and support for MS Access/Oracle systems.
• 48 months of experience working directly on the Affordable Care Act (ACA at the NYS health exchange or other state or Federal health exchanges
