Database Administrator, Systems Analyst
Overview
The expert programmer position will support coding change, enhancements and bug fixes to DOH critical systems. Primary tasks will include the following:
- Program in the full range of Java EE web technologies, configure and support files required for the development of CDESS surveillance system including for vectors, COVID
19 and Hepatitis related modules. - Participate in system design meetings, implement user requirements in the form of business rules, use cases and web page mockups.
- Perform unit and regression testing scripts.
- Provide system technical documentation.
- Design data logic and physical models.
- Gather data migration rules and perform data migration.
- This position requires at least a bachelor’s degree in engineering, Computer Science, MIS or equivalent from an accredited institution.
- 60-84 months experience in using Web Logic application server.
- 60-84 months experience using one or more framework (Spring/my Batis are preferred)
- 60-84 months experience in the design, implementation and deployment of Java SE, JDBC, Java Servlets and JavaScript with relational database model applications.
- 60-84 months experience with relational database and SQL.
- 60-84 months experience in system design and system specification documentation.
- 60-84 months experience in using web services.
- 60-84 months experience working with java-based service-oriented architecture.
- 60-84 months experience in unit testing framework and CVS source code control.
- 84 months of experience in each of the mandatory qualifications.

Project Description
:
The New York State Department of Health (NYSDOH) Bureau of Surveillance and Data Systems is charged to maintain and enhance the statewide Electronic Clinical Laboratory Reporting System (ECLRS), the Communicable Disease Electronic Surveillance System (CDESS), and the Electronic Syndromic Surveillance System (ESSS). These are mission critical electronic systems to effectively monitor and respond to over 75 reportable diseases and to other public health emergencies and inform statewide policy decisions.
