Job Overview: The Expert Project Manager will be responsible for managing high‑level priority projects for New York State. Application of high‑level project management knowledge will help achieve successful project outcomes for New York State.

Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field. - 84+ months of experience as a Project Manager managing 3–5 simultaneous application development projects that include Commercial Off‑the‑Shelf (COTS) projects and/or in‑house, ensuring vendors deliver implementation of version upgrades, installations, configurations, custom development, triage, troubleshooting incidents, and testing, with projects adhering to the Secure System Development Life Cycle (SSDLC).
- 84+ months of experience as a Project Manager managing project execution and control, including creating and maintaining project budgets, project schedules in MS Project, project scope, status reports, communication plans, project management pep- plan, and quality standards throughout the project management lifecycle from initiation to closeout.
- 84+ months of experience developing and managing formal project schedules in a tracking tool such as Microsoft Project, including tracking progress and variances against baselines using Waterfall, Agile, and Hybrid methodologies; using standard PM techniques (e.g., Scrum sessions) to update the project schedule; presenting schedule/status updates to ITS and client agency leadership.
- 84+ months of experience developing, writing, and managing detailed Scope Documents and required project artifacts (Project Schedule/Plan, Project Budget), reviewing deliverables and managing the acceptance process, and using the scope and deliverable management process to manage the project change request process.
- 84+ months of experience with project quality planning, quality assurance, end‑to‑end system testing, quality control, user acceptance testing (UAT), defect and metrics management, and quality governance.
- 84+ months of experience managing and leading multi‑phased, high‑visibility IT projects for state agencies, regularly reporting executive staff, managers, and team members status and compliance, specializing in initiatives requiring strict adherence to ethical and legal mandates and investigations into possible non‑compliance.
- Developing detailed scope statements and documenting project requirements for complex projects by eliciting business goals, information needs, and relative priorities from end users, subject experts, and others.
- Balancing alternatives and potential solutions.
- Developing a project schedule including identifying and scheduling project deliverables, milestones, and required tasks using scheduling software.
- Documenting and presenting resource needs to agency management and coordinating project activities with those of program اندازه.

- Designing and implementing quality metrics to analyze project performance.
- Creating a project communication plan.
- Compiling detailed project reports and communicating project status to stakeholders, sponsors, and executive management.
