Base pay: $66,951.00/yr – $85,138.00/yr.
DescriptionUnder the direction of the Information Technology Specialist 3 (SG‑23) within the Digital Transformation Office, Digital Experience Bureau, Communication Experience (ComX) Section, the Business Systems Analyst 1 (SG‑18), PEF, will work with the ComX Bot and IVR teams on projects. The role requires collaboration with other ITS units, vendors, and project staff to implement new and leading technologies in the customer‑contact realm.
Duties- Act as a full‑performance level analyst, conducting the entire spectrum of business systems analysis activities.
- Translate complex business information into clear technical terms and concepts, focusing on developing system requirements for future or “to‑be” state engagements.
- Work closely with program staff and stakeholders to elicit, analyze, communicate, and validate requirements for changes to IT systems and business processes.
- Develop comprehensive documentation—including Business Requirements Documents (BRDs), process‑flow diagrams, and use cases—to manage and define business flows.
- Continually learn, analyze, and implement new technologies, including multiple cloud‑based solutions; analyze and support vendor‑built solutions using these technologies.
- Interface with customers, agency partner staff, and internal staff in a highly professional manner.
- Adapt to change and new technologies, remaining flexible in a dynamic environment.
- Participate in requirements gathering, system analysis, and solutioning with both internal and customer teams.
- Define requirements and support system deployments and modifications within cloud‑hosted environments.
- Attend and participate in meetings with internal staff, vendors, and agency customers.
- Adhere to all training and administrative requirements, including invoice reviews, product documentation/creation, and procurement assistance.
- Bring fresh thoughts and ideas to expand current technology solutions.

QualificationsMinimum Qualifications
No exam required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program.
- For the Business Systems Analyst 1 (SG‑18) role, a bachelor’s degree or higher AND two years of professional business‑analysis experience, defined as performing three of the five following activities:
- Using business‑analysis techniques to elicit requirements (e.g., workshops, focus groups, interviews, observation).
- Using techniques to identify solutions that improve system, process, or product/service efficiency (e.g., data flow diagram, business process model).
- Documenting system, process, or product requirements in comprehensive written form (e.g., Business Case, Use Case, BRD).
- Validating requirements throughout the product/system development life cycle (SDLC).
- Verifying requirements throughout the SDLC, developing test plans, reviewing results, and identifying constraints and risks.
- Exclusion: auditing, operational support, IT hardware/software administration, instructional materials, or help‑desk duties.
Eligible under 55 b/c program or transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law.
TransferFor transfer to a Business Systems Analyst 1 (SG‑18), one year of permanent competitive or 55‑b/55‑c service in an approved title is required.
NotesAppointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S‑grades or one M‑grade. Depending on qualifications, a 1‑ or 2‑year traineeship may be required before advancement to the full‑performance level.
