Job Description for Chief Information Officer
The Chief Information Officer (CIO) is responsible for the strategy, security, architecture, and operation of all information technology (IT) and operational technology (OT) systems across the organization, including corporate networks, semiconductor R&D, fabrication, and supply‑chain systems.
This role oversees the digital infrastructure that supports 24/7 semiconductor research, industry partnerships, and a highly regulated, export‑controlled environment. The CIO ensures systems are secure, resilient, and compliant with federal and state regulations while protecting critical assets and intellectual property.
As a member of the Executive Leadership Team, the CIO partners closely with the CISO and other executives to balance innovation, security, cost, and compliance, while leading enterprise architecture, cloud and on‑prem strategy, and daily IT/OT operations.
Job Responsibilities
• Define and execute a comprehensive IT/OT roadmap that accelerates cycles of learning, protects process IP, enables scale across design, fab and packaging for 300mm wafer fabs and assembly/test sites.
• Champion AI/ML and Generative AI adoption for process improvement and business efficiencies while establishing rigorous AI governance and IP protection controls.
• Oversee global cybersecurity strategy implementation in partnership with the CISO, with particular emphasis on threat defense, supply‑chain security, ransomware resilience, and third‑party environment risk.
• Responsible for the security, safety, storage, and reporting of all data in the R&D cleanroom and lab environments, making sure the systems are protected and access is limited This includes, but not limited to, Intellectual Property, recipes, process data, and reports.
• Consults with senior management, functional area managers, and site partners to exchange information, present new approaches, and to discuss equipment/system changes. Assesses and anticipates technology projects and recommends appropriate action and resources.
• Collaborate with the various affiliated corporations Office of General Counsel to protect, preserve and produce documents, emails and other relevant data as required by law.
• Ensure continuous compliance with CMMC 2.0 Level 2/3, NIST 800‑171, NIST CSF, ITAR/EAR technical safeguards, DFFARS 7012‑7020 clauses, and international standards (ISO 27001, TISAX, GDPR, CCC).
• Build and retain world‑class IT/OT talent; establish career paths, succession plans, and a culture of operational excellence, automation, and security‑by‑design.
• Drive M&A technology integration, post‑acquisition Day‑1 stability, and long‑term systems rationalization.
• Serve as the company's primary technology spokesperson with customers, R&D partners, tenants, strategic suppliers, government agencies, and industry consortia.
• Deliver executive‑level reporting and insights on IT/OT performance, risk posture, capital efficiency, and strategic initiative progress to the CEO and board.

Job Requirements
Minimum Requirements
• 15+ years of progressive technology leadership with at least 7 years as CIO, CTO, or VP‑level equivalent in semiconductor, aerospace/defense, or similarly complex and regulated global manufacturing environments.
• Deep experience with both IT (cloud, enterprise applications, zero‑trust) and OT (ICS security, Purdue Model, IEC 62443, high‑availability MES/YMS) in critical manufacturing.
• Bachelor's degree in computer science, Engineering, or related technical field from an accredited institution;
Master's/MBA strongly preferred.
This position is contingent on the satisfactory completion of a background check.
Preferred Requirements
• Former foundry, IDM, or fabless semiconductor company CIO/CTO strongly preferred.
• Demonstrated success protecting leading‑edge semiconductor IP and meeting CMMC 2.0, ITAR, and export‑control technical requirements.
