Information Technology Specialist 2 Programming (NY HELPs) – 10284

NYS Office of Information Technology Services

Base pay range: $66,951 /yr – $85,138 /yr

This role, under the direction of an Information Technology Specialist 3, focuses on database object design, creation, and data movement for the Agency. Responsibilities include new system development, database maintenance, and analysis, development, and testing of agency database objects and systems.

Responsibilities
  • Complete and review detailed database design specifications and diagrams for system implementations, integrations, and enhancements
  • Communicate technical issues and information effectively, verbally and in writing, to gather technical requirements from functional and technical staff
  • Collaborate with Application Development teams to implement effective data structures that meet program and customer needs while adhering to department standards
  • Performance tuning: monitor databases with Data Management Console and create optimized data‑warehouse structures for reliable reporting
  • Collaborate effectively within a team environment, and with members of other teams as necessary
  • Facilitate and participate in meetings with ITS and DTF customers
Qualifications
  • Open Competitive:
    Bachelor’s or higher‑level degree including or supplemented by 15 semester credit hours in computer science
  • OR Bachelor’s or higher‑level degree in any field and one year of experience in information technology
  • OR 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology
  • OR Two years of professional experience in information technology
  • Promotion: NYS employees with one year of permanent competitive service as an Information Technology Specialist 1, Salary Grade (SG) 14
  • Transfer: NYS employees with one year of permanent competitive service as an Information Technology Specialist 2, or Information Technology Specialist 2 Programming, G‑18; or in a title G‑16 or above deemed administrative under Section 52.6 of the Civil Service Law
  • Position eligible for 55b/c designation; candidates encouraged to apply
Appointment & Residency
  • Appointment to this position and continued employment with the agency is contingent upon obtaining and/or maintaining New York State residency within six months of hiring
  • Appointment is not final until all agency approvals have been granted
Additional Comments

ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non‑immigrant aliens for temporary work authorization visas or for permanent residence.

Some positions may require fingerprinting, up to 25% travel, and/or lifting up to 50 lbs.

For the duration of the NY HELPS Program, this title may be filled via a non‑competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications. In May 2024, a temporary NY HELPS employee may be converted to permanent non‑competitive employment if satisfactorily performing.

At a future date (within one year of permanent appointment), employees hired under NY HELPS will have their non‑competitive employment status converted to competitive status without needing to compete in an examination.
