• 84 months of experience in Information Technology supporting complex software systems or applications.
• 84 months of experience analyzing complex business processes and creating and reviewing test plans.
• 84 months of experience documenting, communicating, and validating requirements throughout the system, process, or product/service development lifecycle for all changes to processes that would enable the organization to achieve its goals.
• 84 months of experience providing written communications to business owners, IT program team members, and management.
• 84 months of experience working with Health Insurance or the Affordable Care Act or Medicaid which includes Eligibility and Enrollment (not Health Care).
• 84 months of experience with ETL tools, batch jobs, Rational Quality Manager, Report Development using IBM Cognos or HIPAA compliant X12 format for EDI transactions
• 60 months of experience in reviewing and evaluating technical specifications for compliance with business objectives and requirements.
• 48 months of experience developing well-constructed test scenarios and test cases against documented design use cases; performing testing, reviewing results, and documenting defects using a defect management tool.

Job Description:

New York State of Health (NYSoH) is New York’s official health plan marketplace established by Executive Order No. 42. The temporary personnel services requested are needed to support the on-going design and development of information technology systems consistent with enrollment goals and federal and state law and rules. The Business Analyst will work closely with NYSoH program staff, vendors, and other stakeholders to define requirements for the NYSoH.

The Business Analyst will elicit, analyze, communicate and validate requirements for the NYSOH.
