Overview

The New York State Office of Mental Health (OMH) is recruiting to fill a Human Resources Specialist 1, Grade 18/ Human Resources Specialist Trainee, NS, position in the Center for State & Community Workforce Development & Human Resources, Bureau of Facility Personnel Services. The Office of Mental Health is a large decentralized agency with 22 psychiatric centers, 2 research institutes, and 1 secure treatment and rehabilitation center located across New York State.

The incumbent may participate in the analysis, development, implementation, monitoring and evaluation of personnel programs, policies and procedures that facilitate staffing and personnel management for facility operations or administrative programs. The incumbent may independently plan, organize, conduct and coordinate their work which will include: position classification, staffing, exam planning, and the provision of technical and problem-solving assistance to managers and employees concerning personnel and related human resource issues.

The incumbent may also work directly with control agency staff on issues relating to agency personnel programs.

The incumbent may also be assigned to the Recruitment, Marketing, and Advertising Unit within the Bureau of Facility Personnel Services, where they may be responsible for performing a wide variety of recruitment, marketing, and advertising-related functions that support OMH facilities and programs across New York State. This includes the coordination of and attendance at job and college fairs, and community/ organization events to promote examinations and positions and the development of recruitment, marketing, and advertising strategies to promote employment with OMH, encourage participation in civil service examinations, and identify candidates for non-competitive and labor-class positions.

Responsibilities
  • Participate in analysis, development, implementation, monitoring and evaluation of personnel programs, policies and procedures related to staffing and personnel management for facility operations or administrative programs.
  • Plan, organize, conduct and coordinate work including position classification, staffing, and exam planning; provide technical and problem-solving assistance to managers and employees on personnel and related issues.
  • Collaborate with control agency staff on issues relating to agency personnel programs.
  • Assist in recruitment, marketing, and advertising functions to support OMH facilities across New York State; coordinate and attend job and college fairs and community events; develop recruitment and advertising strategies; promote examinations and positions; identify candidates for non-competitive and labor-class positions.
Minimum Qualifications

Non-Competitive Minimum Qualifications Under the NY HELPS Program: This position includes an opportunity to serve in a traineeship and applicants will be appointed to the appropriate level based on their education and/or experience.

Salary levels and experience requirements:

  • Human Resources Specialist Trainee 1 (starting salary $56,655):
    Four years of experience performing and supervising the performance of various human resources activities such as staffing services (recruitment, examination, and placement), position classification and compensation; and employee services (benefits, health and safety, counseling, and recognition).
  • Human Resources Specialist Trainee 2 (starting salary $63,180):
    Five years of experience performing and supervising the performance of various human resources activities such as staffing services (recruitment, examination, and placement), position classification and compensation; and employee services (benefits, health and safety, counseling, and recognition).
  • Human Resources Specialist 1 (starting salary $67,119):
    Six years of experience performing and supervising the performance of various human resources activities such as staffing services (recruitment, examination, and placement), position classification and compensation; and employee services (benefits, health and safety, counseling, and recognition).
