Position: Resources & Reimbursement Agent 1/Trainee 1&2 (NYS HELPS), Central Office;
Location: City of Albany

Overview

Duties Description

This position reports to a G-23 Resource and Reimbursement Program Development Specialist 2. The position supports the RRPDS2 in managing the Office of Mental Health's annual revenue collection through the sole custody bank account.

Responsibilities
  • Responsibilities include but are not limited to:
    Ensuring OMH is properly claiming, collecting, reconciling, transferring and tracking multiple revenue streams that exceed $1 billion annually.
  • Posting remittance responses from health plans to patients for their care at State Operated Psychiatric Centers.
  • Reviewing remittance files for accuracy and appropriateness and then any errors resulting need to be managed and remedied.
  • Reviewing payments from patients or their representative payees and accurately logs them against their personal accounts.
  • Researching and reaching out to appropriate parties to determine the correct patient accounts to apply payments to.
  • Validating and requesting refunds, wire transfers, and adjustments as needed.
Minimum Qualifications

Non-Competitive HELPS:

  • Trainee 1 ($53,764):
    Four years of experience conducting financial reviews and evaluations, determining payment sources, and developing and submitting claims for health care and treatment costs.
  • Trainee 2 ($59,994):
    Five years of experience conducting financial reviews and evaluations, determining payment sources, and developing and submitting claims for health care and treatment costs.
  • Journey Level ($66,951):
    Six years of experience conducting financial reviews and evaluations, determining payment sources, and developing and submitting claims for health care and treatment costs.
  • An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Transfer Opportunity

Candidates must have permanent status as a Resources & Reimbursement Agent 1, SG-18 and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of this position.
