Duties Description
This posting is for a Public Health Program Nurse (PHPN) Position in the Bureau of Perinatal, Reproductive, and Sexual Health (BPRASH). Under the direction of the Sexual Violence Response Unit Manager and in collaboration with the Associate Medical Director, the PHPN will serve as a clinical subject matter expert and be responsible for overseeing the clinical activities within the Sexual Assault Forensic Examiner (SAFE) Program and related initiatives to improve sexual assault care in hospitals, as described in the 2025 State of the State (SOTS).
The PHPN will update program policy, procedures, and guidance based on clinical best practice and trauma‑informed care. They will also review and approve all SAFE hospital program applications and training curricula submitted to the Department of Health for approval. The PHPN will collaborate with a newly established Training and Technical Assistance Center to provide training and technical assistance to hospitals regarding proper treatment of sexual assault patients in accordance with current laws, regulations, national guidelines, standards of care, and best practices.
They will collaborate internally with the Division of Hospitals to monitor hospital compliance, participate in site monitoring visits, make recommendations to address barriers, and monitor progress and improvements within hospitals. The PHPN will engage with external stakeholders and clinicians to implement best practices to improve survivor care, and provide clinical support and information, technical assistance, and education to stakeholders and consumers on topics and initiatives related to sexual violence.
- Transfer candidates: Current Department of Health (DOH) employee with permanent or contingent permanent status as a Public Health Program Nurse, G‑24 OR NYS employee with one year or more of permanent or contingent permanent competitive service in a position G‑22 or higher and deemed eligible for transfer to Public Health Program Nurse (PHPN) under Section 70.4 of the Civil Service Law by also possessing the below open‑competitive minimum qualifications.

Minimum Qualifications:- A bachelor’s degree in nursing AND current New York State license and registration as a professional registered nurse AND four years of post‑licensure nursing experience. One year of which must be experience in public health and related health systems.
- OR a master’s degree in nursing AND current New York State license and registration as a professional registered nurse AND three years of post‑licensure nursing experience. One year of which must be experience in public health and related health systems.

mobilize community partnerships to identify and solve health problems; develop policies and initiatives that support individual and community health efforts; enforce laws and regulations that protect health and ensure safety; link people to needed services and assure provision of health care; evaluate the effectiveness of interventions and services; and/or participate in quality assurance activities in connection with the health status of individuals, populations in the community, and/or across populations.
Experience
- Experience as a public health nurse at a local county health department, public health organization, or public health policy or advocacy organization; infection control nurse; or a nurse performing education and outreach on public health.
