Position: Contract Management Specialist 1
Location: City of Albany

Overview

Duties Description The incumbent of this position will be assigned to the Grants Team within OPWDD's Contract Management Unit (CMU). Under the direction of a Contract Management Specialist 2, the Grants Contract Management Specialist 1 will be responsible for the development and management of non-competitive programmatic grant contracts and competitive grant procurements and contracts that fund and support voluntary agencies directly serving individuals with intellectual and/or developmental disabilities.

Under the direction of a Contract Management Specialist 2, the Grants Contract Management Specialist 1 will be responsible for the development and management of non-competitive programmatic grant contracts and competitive grant procurements and contracts that fund and support voluntary agencies directly serving individuals with intellectual and/or developmental disabilities.

CMS1 will perform tasks as they pertain to grant contracts including but not limited to:

Responsibilities
  • Assist in development of RFPs, RFA's, Single/Sole Source Procurements, and other related financial documents for fiscal and programmatic correctness, adherence to State policy, compatibility with agency programs and goals, and availability of funds.
  • Work closely with contract staff in OPWDD's Regional Field Offices, overseeing development of grant contracts statewide, providing guidance and assistance, reviewing complete contract packages, and submitting regional programmatic contracts for review and approval by the Office of the Attorney General and the Office of the State Comptroller.
  • Establish and monitor solicitations and contracts in the Statewide Financial System (SFS).
  • Track development of grant contracts and establish timelines to ensure all grant contracts meet Prompt Contracting requirements.
  • Assist in development of procurement records, ensuring adherence to all applicable laws, rules, regulations and guidance.
  • Perform all aspects of the Vendor Responsibility review process including reviews and determinations.
  • Review budget modifications and contract amendments to determine the impact on the contract and ensure continued compliance with applicable regulations.
  • Develop and maintain effective working relationships with program area staff within OPWDD, external approval agencies, and voluntary provider agencies.
  • Provide guidance to agency staff on the evaluation and selection process for various procurement methodologies.
  • Conduct administrative application/proposal reviews, facilitate technical and fiscal evaluations, and work with program staff to determine awards.
  • Facilitate and/or participate in applicant/bidder debriefings.

While this position will be assigned to the Grants Team, there may be opportunities for cross training on non-grant procurements and contracts, and the Grants CMS1 may assist on commercial procurements and contracts and other projects as needed. Occasional travel within the State may be required.

Competitive:
Candidates must be reachable for appointment on the Current Civil Service Eligible List, Professional Careers Opportunity (PCO) or Public Administration Traineeship Transition (PATT). Appointment may be made at the traineeship level.

Contract Management Specialist Trainee 1:
Four years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
