Duties Description
The New York State Education Department’s (NYSED) Office of Professions is seeking candidates for an Education Program Assistant 1 position in the Division of Professional Licensing Services (DPLS). Under the direction of an Education Credential Specialist 1, the incumbent of the position will develop expertise in the law, regulation, and policy requirements for 54 plus professions, rotate through all DPLS units as needed to reduce backlogs and provide a resource for difficult questions, and ensure that DPLS units adhere to uniform standards consistent with law, regulation and policy.
Duties of this position include, but are not limited to, the following:
- Gather, review and evaluate information required for the issuance of professional licenses and professional corporation approvals.
- Develop and update training materials and train staff to perform required job duties.
- Assist lower-level staff in responding to questions and determining appropriate pathways for complex corporation and licensing cases.
- Work with external exam vendors and Information Technology Services to upload accurate exam scores and create eligibility files.
- Research internal and external resources to resolve complex licensing/Professional Corporation issues.
- Respond to difficult or complex questions via phone and e‑mail.
- Perform final review of application documentation prior to issuance of licensure/Professional Corporation approval.
- Provide advice to and otherwise assist supervisors in planning, organizing, scheduling, and coordinating work operations and work procedures.
- Implement quality‑control measures to ensure that licenses are issued in accordance with all laws/regulations.
- Provide subject matter expertise on licensure issues for other areas of the Department.
- Set up processes and develop forms for new professions in consultation with key stakeholders.
- Analyze processes and coordinate recommendation changes with supervisors on process improvements.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non‑competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non‑competitive employment status converted to competitive status, without having to compete in an examination.
Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

To be considered for appointment through NY HELPS candidates must meet the open‑competitive minimum qualifications for this position. The qualifications are:
- Candidates must have a bachelor's degree or higher. All candidates that have taken and passed the most recent Professional Career Opportunities (PCO) exam are encouraged to apply.
