Duties Description
This position will report up through the Department of Engineering’s Office of Design located in the Authority’s Administrative Headquarters.
DescriptionThe incumbent will provide professional engineering design services for various bridge or highway repair, rehabilitation, and reconstruction projects of varying complexity in support of the Capital Program.
Will prepare design reports/studies, plans, specifications, engineer’s estimates (PS&E), design calculations and other technical elements of a bridge or highway project.
Must have knowledge of current New York State design standards, procedures and specifications including the Project Design Manual, Standard Specifications, Bridge Manual or Highway Design Manual, AASHTO LRFD Bridge Design Specifications or AASHTO Green Book, Standard Sheets and/or Bridge Detail Sheets.
Proficiency with Micro Station and Inroads is preferred.
Will review and approve design work performed by technicians under his or her direct supervision, and supervisory experience is preferred.
The candidate will be responsible for managing engineering design consultants, including preparing scopes of service, tracking progress of the project and evaluating the consultant.
Finally, this position will provide construction support as the projects progress through construction.
QualificationsMinimum Qualifications
Current New York State employee with one year or more of qualifying permanent service to a Grade 23 or above and eligible for transfer under Section 70.1
* of the NYS Civil Service Law.
- All transfer candidates are required to have a NYS Professional Engineer’s license with current registration.
Minimum Qualifications
- At least 5 years of bridge experience in design, construction, inspection, or other bridge engineering work.
- At least 3 months NBIS bridge inspection field experience.
- Federal Highway Administration (FHWA) Approved Bridge Inspection Training.
- Non-Redundant Steel Tension Members (NSTM) Certification.
A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below; OR a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.

Qualifying experience:
One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments.
In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.
