Job Summary
This position is located in the Facilities Management Service, Projects Section at the Albany Stratton VAMC and is under the direct supervision of the Supervisory Project Engineer. The position includes the responsibility for facilitating engineering designs of all disciplines of Engineering as applied to a healthcare environment. Responsibilities include leading the preparation of all required engineering/construction documents and supports the construction and activation of all projects.

- Manages healthcare engineering project design and administers construction in accordance with VA policies and procedures, VA Design Guides, VA Design Manuals, VA Master Specifications and related industry codes and standards.
- Performs healthcare engineering project construction management and post project activities while ensuring continuity of building and utility services for medical facility operations.
- Ensures the safe and effective use of medical gases, emergency power, ventilation, and other healthcare infrastructure related technology throughout the medical facility in accordance with all applicable codes and standards.
- Requires skills to effectively communicate, both orally and in writing, with a wide variety of individuals, including technical and professional clinical staff, to communicate technical information.
- Serves as a project manager/construction manager responsible for the overall management, control, coordination and execution of assigned construction programs and projects to include space utilization and capital asset improvements.
- Implements corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the program.
- Negotiates and integrates all station functions (i.e., clinical, administrative, safety, planning, construction, contracting, etc.), customer needs, regulatory requirements, and other agencies' commitments in support of assigned projects into a comprehensive management plan.
- Oversee the design process for healthcare facility projects, ensuring alignment with VA policies, design guides, manuals, master specifications, and industry codes and standards.
- Supervise and administer construction activities, ensuring compliance with all contractual requirements and healthcare regulations.
- Ensure continuity of building and utility services during construction, and manage post-project activities to maintain medical facility operations.
- Lead and coordinate projects from planning through completion, acting as the main point of contact for all project stakeholders.
- Perform COR duties for design and construction contracts, ensuring contractor compliance, quality, and proper contract administration.
- Support the operation and maintenance of facility systems, ensuring safety, reliability, and compliance with regulations.
- Ensure designs meet Joint Commission, FDA, CAP, NFPA and VA requirements, with a focus on construction safety and infection control.
- Coordinate and monitor architecture/engineering and construction contracts to ensure specifications, codes, and schedules are met.
- Oversee project budgets, funding allocations, and cost control measures for capital programs to ensure efficiency.
- Collaborate with clinical, administrative, and executive teams to develop engineering solutions and support facility strategic goals.
- Track project progress, identify issues such as slippage or cost overruns, and provide leadership in resolving problems.
