Position: Control Room Operator (ROC Operator) – Hydroelectric Generation
Location: City of Albany

Position Summary

The Control Room Operator (ROC Operator) is responsible for the continuous monitoring, control, and coordination of multiple hydroelectric facilities from a centralized Remote Operations Center (ROC). This role utilizes SCADA, HMI, and PLC systems to ensure the safe, efficient, and regulatory-compliant operation of all plant assets. Operating on a 24/7 schedule, the ROC Operator plays a critical role in supporting grid reliability, maintaining environmental compliance, and upholding system safety.

The position requires a high level of technical knowledge, situational awareness, and clear communication with both on-site and remote personnel.

Key Responsibilities
  • Monitor real-time plant performance using SCADA, HMI, and remote camera systems.
  • Remotely operate hydroelectric turbines, generators, gates, and auxiliary systems in accordance with dispatch orders and SOPs.
  • Execute safe start-up, shutdown, and load-change sequences.
  • Maintain compliance with license-required flows, environmental regulations, and FERC/NERC standards.
  • Respond to alarms and abnormal system conditions, initiating timely corrective actions.
  • Coordinate with field personnel during routine operations, maintenance, and emergencies.
  • Maintain accurate shift logs, operational records, setpoint changes, and compliance documentation.
  • Support emergency preparedness efforts and participate in drills (e.g., EAP exercises).
  • Ensure compliance with cybersecurity, physical security, and access control procedures.
  • Contribute to continuous improvement of procedures and system reliability.
Required Qualifications
  • High school diploma or GED
  • 1+ years of experience in power plant operations, industrial control systems, or military technical operations
  • Experience interpreting technical manuals, one-line diagrams, and operational procedures
  • Experience and proficiency with SCADA/HMI systems and computer-based control interfaces
  • Strong decision-making ability under pressure
  • Excellent communication and collaboration skills
  • Availability to work rotating shifts (including overnights, weekends, and holidays)
Preferred
  • Prior experience in hydroelectric plant operations or centralized control rooms
  • Familiarity with FERC, NERC, and dam safety compliance standards
  • Associate degree or higher in electrical, mechanical, or related engineering/technical field
  • Previous experience with dispatch centers or ROC environments
Work Environment

Remote Operations Center (ROC):
Climate-controlled control room with large displays, multiple control stations, and redundant systems.

Schedule:

Rotating or fixed shift schedules based on operational needs. Includes holidays and weekends as part of the 24/7 coverage model.

Occasional regional travel to a hydro site for training and development.
