Duties Description

The New York State Education Department (NYSED) is seeking candidates for two Associate in Education of Children with Disabilities positions in the Office of Special Education (OSE). This Office works to promote educational equity and excellence for students with disabilities, oversees the implementation of federal and State laws and policies for students with disabilities, provides general supervision and monitoring of all public and private schools, and provides technical assistance to parents and school districts.

Under the direction of the OSE’s Program Development and Support Services (PDSS) Unit Supervisor, the incumbents of these positions are responsible for project management, contracts and activities to ensure Department compliance with the federal Individuals with Disabilities Education Act. Duties of these positions include, but are not limited to, the following:

  • Provide direction and support in the development of statewide guidance, policy, and training materials related to dyslexia, dysgraphia, and other brain-based reading and writing disabilities;
  • Provide technical assistance, as necessary, to parents, educators, administrators, and stakeholders to support effective identification and instruction for students with dyslexia and other related reading and writing disabilities;
  • Represent OSE on various inter- and intra-agency committees and advisory/work groups to collaborate on best practices and initiatives to ensure aligned and equitable approaches to supporting students with dyslexia and related reading and writing disabilities;
  • Collaborate with stakeholders to advance initiatives that support the literacy development of P–12 students, such as New York Inspires and the Portrait of a Graduate;
  • Participate in work groups and write reports related to the State Performance Plan and Annual Performance Report or other work groups as requested;
  • Provide oversight and guidance to assigned contractors, such as Regional Partnership Centers, School-age and Early Childhood Family and Community Engagement Centers, Technical Assistance Partnerships, the Multitiered System of Supports
    - Integrated (MTSS-I) Center and any new contractors;
  • Develop and score Requests for Proposals for the award of contracts and grants;
  • Collaborate with other offices and units in OSE including:
    Preschool, Policy, Special Education Quality Assurance on projects and activities such as materials review, support plan development, and oversight of work in educational organizations;
  • Collaborate with the Office of Bilingual Education and World Languages to represent the needs of English Language Learners and Multilingual Learners;
  • Collaborate with other Department offices and State and local agencies to represent the needs of students with disabilities consistent with the key principles for improved practices in the “Blueprint for Improved Results for Students with Disabilities.”
  • Provide oversight of OSE funded projects and initiatives specific to dyslexia and other related reading and writing disabilities including the review of quarterly status reports, annual evaluation reports, and fiscal vouchers/expenditure reports for assigned projects to ensure deliverables are being met and expenditures are accurate.
Minimum Qualifications

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
