Location: City of Albany
Duties
- Responsible for substantial in-person or telephone contact with members of the public seeking services or information regarding licenses, registrations, identification, testing, insurance, penalties, hearings, and related agency programs.
- Use a computer with multiple applications running simultaneously.
- Operate telecommunication consoles, cameras, a cash drawer, photocopiers, fax machines, scanners, calculators, etc.
- Process customer payments such as cash, checks, credit card charges, and inventories of documents, license plates, registration stickers, and other security items.
- Wear a headset and effectively answer telephone calls automatically and continuously distributed by a complex telephonic system. Calls may be monitored for quality assurance. Interact calmly, courteously, and reasonably with uncooperative or hostile individuals under stressful circumstances.
For this language title, you will be required to take and pass the Civil Service Language proficiency exam at a level that will ensure the ability to perform the duties of the position.
To be eligible for appointment, candidates must meet one of the following conditions:
- NY HELPS: Candidates must have graduated from high school or have earned a high school equivalency diploma and must have either (1) one year of experience in a position where primary responsibility was providing customer service to the general public (face‑to‑face or call center), or (2) 30 college semester credit hours.
One year of permanent, contingent‑permanent, or 55 B/C service allocated to a Grade 7 or higher eligible for transfer and deemed administrative under Section 52.6 of the Civil Service Law; or in a title approved for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
ReinstatementIf you previously served in this title or a transferable title, you may be reinstated pursuant to Civil Service Law. If you left state service less than one year ago, the reinstatement request from a state agency will usually be approved by the Department of Civil Service. If you left state service more than one year ago, the reinstatement must also be approved by the Civil Service Commission.
55B/C Appointment
This position is eligible for 55b/c designation; candidates with 55b/c eligibility are encouraged to apply. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter. For 55b/c consideration, candidates must satisfy at least one of the open competitive qualifications listed above.
NY HELPS Program- This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the program, this title may be filled via a non‑competitive appointment, which means no exam is required but all candidates must meet the minimum qualifications.
- At a future date (within one year of permanent appointment) employees hired under NY HELPS will have their non‑competitive employment status converted to competitive status.
- Civil Service defines customer service as dealing with many different individuals on a continuous basis where verbal communication is primary.
- Civil Service defines the general public as a broad range of people not limited to a specific group.
