Selected Candidates are expected to work in the Albany office 2-3 days per week

Day-to-Day Tasks
  • Work with Agency/Business Users to develop/document new business strategies and models.
  • Demonstrate up-to-date expertise in Information Systems and apply this to the development, execution and improvement of action plans by providing advice and guidance to others in the application of information and best practices.
  • Support and align efforts to meet customer and business needs.
  • Manage customer relationships and expectations by developing a communication process to keep others up-to-date on project results.
  • Stay current with customer needs and strategies; communicate updates and findings via formal and informal written methods (for example, emails, newsletters, PowerPoint presentations, executive updates, task lists, updates); facilitate project meetings and presentations to diverse audiences (for example, senior management, customers, technical staff).
  • Participate in multiple projects by completing and updating project business and technical documentation; determine daily priorities; ensure efficient and on-time delivery of project tasks and milestones; follow proper escalation paths; manage customer and vendor relationships.
  • Collaborate with team members and peers by articulating ideas and viewpoints to drive issue resolution.
  • Identify, create and facilitate process design changes by conducting business and systems process analysis and design at a complex level; focus on quality improvement and data management; ensure data is reliable and valid; develop process improvements or re-engineering and recommend elimination; integrate new systems and processes with existing ones; partner with internal and external teams to ensure systems meet long-term business strategies.
  • Provide and support the implementation of business solutions by building relationships with key stakeholders; identify business needs; determine and carry out necessary processes and practices; monitor progress and results; recognize and capitalize on improvement opportunities; adapt to competing demands and organizational changes.
  • Provide project-level analysis – produce required project analysis documentation (business requirements, scope matrix, use cases, sequence diagrams, future state proposals, UAT plan).
  • Collaborate closely with developers to implement the requirements and provide guidance to testers during QA/QC.
  • Identify improvement opportunities (proactive and reactive).
  • Elicit and clearly document business and systems requirements.
  • Assess business process and system inefficiencies.
  • Identify ways to increase adoption and customer satisfaction.
  • Participate fluently in business processes and process differentiation.
  • Analyze and synthesize business requirements, including recognizing patterns and conceptualizing processes.
  • Understand and negotiate the needs and expectations of multiple stakeholders.
  • Serve as a liaison between Business, Vendors and ITS to assist or gather business requirements needed for system modifications, enhancements and implementations.
  • Assist with development and execution of test plans.
  • Support system conversions, upgrades, enhancements.
Business Analyst

Analyzes an organization or business domain (real or hypothetical) and documents its business or processes or systems, assessing the business model or its integration with technology with distinct deliverables to a solution.

Expert
  • 84+ months:
    Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.
  • 84 months experience working as a Business Analyst working with NYS agencies or other state municipal government entities to produce functional and non-functional specifications according to Project Management Industry standards and Secure System Development Lifecycle (SSDLC).
  • 24 months of New York State Department of Transportation (NYSDOT) Experience or 24 months working directly with Transportation systems and process.
