Pay RangeBase pay: $66,951.00/yr - $85,138.00/yr.
Responsibilities- Elicit business requirements and rules from subject matter experts and stakeholders.
- Create, validate, and maintain process documentation such as Business Process Documents and Detailed Design Documents, business rules, and additional specifications (including flow charts, process models and technical specifications).
- Work closely with program and IT staff, stakeholders, and Business Analysts from other units.
- Plan and perform system research and gather information.
- Participate in the design and development of the to-be state, identifying and documenting changes.
- Develop test conditions and scenarios.
- Test system functions and document results.
- Identify and report defects.
- Evaluate solution performance against business goals and objectives.
- Assist in developing training and user support materials.
- Demonstrate strong, professional, respectful communication skills, both verbally and in writing.
- Adhere to the Department rules and policies including Code of Conduct, ethical practices, and time and attendance rules.
Competitive Minimum Qualifications
- Current NYS employee eligible for transfer in accordance with Civil Service Laws, Rules, and Regulations; or
- Eligible via the 55-b/C program (include Letter of Eligibility and transcripts); or
- Immediately reachable on the appropriate exam for this title and location (PATT and PCO for Albany).
- This position may be filled as a two‑year traineeship; advanced placement is at the discretion of the hiring agency.
Minimum Qualifications (NY HELPS Program)
- Trainee 1: equated to SG‑14, $53,764.
- Trainee 2: equated to SG‑16, $59,994.
- Journey Level (SG‑18): starting salary $66,951.
Telecommuting may be allowed after 6 months. This position is in Albany, NY.
Any candidate selected will be subject to a review of their tax‑return submissions by the New York State Department of Taxation and Finance. Employment is conditioned upon a finding of compliance with all local, state, and federal tax laws and successful completion of a background investigation including a criminal history record check (fingerprint check).
