Business Systems Analyst 2 (NY HELPs) – 10408

Base Pay Range: $86,681.00 per year – $ per year. (Actual pay will be based on skills and experience.)

Description

ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.

Under the direction of an Information Technology Specialist 4, SG-25, within the Finance/Finance/Finance Administration Section of the Office of Information Technology Services, the Business Systems Analyst 2, SG-23, will locate, research, and apply for funding opportunities as well as track deadlines, spending and reporting requirements for all grants received.

Specific Duties
  • Research grant opportunities from government and non‑government sources.
  • Collaborate with key stakeholders to gather input for all proposals.
  • Draft grant proposals and supporting documents and create polished proposals.
  • Track deadlines and funding requirements.
  • Develop and maintain a grant management system for funded grants that includes report due dates, budget adherence, and any other grant requirements.
  • Draft and submit reports for grant compliance.
  • Maintain records and submit reports related to grant opportunities.
  • Perform the full range of supervisory responsibilities, as applicable.
Qualifications

Minimum Qualifications:

  • Either

    A. a bachelor’s or higher degree AND three years of business analysis experience where your primary duty was performing three of the five following activities:
    • Using business analysis techniques to elicit requirements as the foundation for the solution to the organization’s business needs.
    • Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service.
    • Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirements.
    • Validating requirements throughout the product/system development life cycle (SDLC).
    • Verifying requirements throughout the SDLC to ensure they perform to the required specifications and can achieve the design capabilities.
  • Or

    B. a bachelor’s or higher degree AND possession of a Level 2 International Institute of Business Analysis/Certification of Capability in Business Analysis (IIBA/CCBA) Certification AND one year of business analysis experience where your primary duty was performing three of the five activities listed above.
  • Or

    C. possession of a Level 3 International Institute of Business Analysis/Certified Business Analysis Professional (IIBA/CBAP) Certification.

Open to NYS employees with one year of permanent competitive service as Business Systems Analyst 2, G‑23, OR in a position at the G‑21 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

Candidates must be reachable on the current eligible list for this title in order to be list appointed.
