Position: Administrative Specialist 1, Administrative Specialist Trainee 1 (NY HELPS), Box OSEA-73/60075
Location: City of Albany

Overview

The New York State Education Department’s (NYSED) Office of Special Education (OSE) is seeking candidates for an Administrative Specialist 1 position in the Albany VR Central Office. The duties of this position include, but are not limited to, the following:

  • Assist the IL Unit Manager in overseeing the statewide administration of ILC services across the 41 Independent Living Centers, 14 Statewide Systems Advocacy Network centers (including one SSAN coordination contract), one New York State Independent Living Council (NYSILC) contract, and nine Peer Services Project contracts, including the development of statewide policies and procedures, monitoring the implementation of each contract, timely completion of quarterly and annual reports, and integration of ACCES data reporting processes.
  • Review and analyze program reports for completeness and results; develop performance feedback for programs.
  • Conduct onsite data collection and case record management verification reviews of ILC field operations and provide technical assistance and prepare summary findings reports.
  • Review and coordinate necessary contract revisions until program contracts meet unit standards.
  • Review and prepare for approval the 41 ILC general operating contracts for the provision of State independent living services, 14 Statewide Systems Advocacy Network centers (including one SSAN coordination contract), one NYSILC contract, and nine Peer Services Project contracts. Also, help develop contract background materials, instruction, and format changes.
  • Respond to complaints and prepare correspondence upon request for supervisors  signature.
  • Represent NYSED/ACCES-VR/IL Services Unit and the independent living philosophy at meetings, workshops, conferences, interagency activities, etc. as required.
  • Assist the IL Unit Manager in the preparation of Requests for Proposals (RFPs) and required fiscal documentation necessary for IL Unit contracts.
Minimum Qualifications

NY HELPS

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Minimum Qualifications

To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

  • Administrative Specialist Trainee 1:
    Candidates must have a bachelor s degree or higher.
  • Administrative Specialist Trainee 2:
    Candidates must have a bachelor’s degree or higher AND either: one year of professional experience; OR a Juris Doctor, master or higher degree in a field related to the position being filled.
  • Administrative Specialist 1:
    Candidates must have a bachelor s degree or higher AND either: two years of professional experience; OR a Juris Doctor, master’s or higher degree in a field related to the position being filled AND one year of professional experience. Professional experience must be performing the duties of the full performance level position.
