Overview
Duties Description
Under the direct supervision of an Associate Accountant, the incumbent will be responsible for the day-to-day operations of the Risk Management Bureau. This includes the reconciliation of all cash and investment accounts for the NYS Thruway Authority, the supervision of insurance compliance and the Authority insurance and self-insured program, as well as the supervision of check printing and record retention activities.
Responsibilities- Complete reconciliation of all Thruway cash accounts on a timely basis.
- Prepare monthly journal entries to record the cash and investment activity of the Authority.
- Assist in the maintenance of the Authority’s insurance program, including RFP/Contract review, ensuring compliance with contract requirements, preparation of required materials for Authority policy renewals, and completion of Workers Compensation and Disability policies audits.
- Oversee the office record retention process and requirements.
- Complete scheduling to ensure that adequate staff are available to perform required tasks such as check printing, check sorting and delivery/mailing of checks including Payroll and Advance Account checks, and staff customer service lines.
- Review activity in the bureau to ensure timely completion of assigned tasks.
- Review/approve time and attendance records of employees.
- Evaluate employee performance, review submitted work for accuracy and completeness.
- Train and/or assist training staff.
- May have additional duties as assigned.
Minimum Qualifications
Current New York State employee with one year or more of qualifying permanent service allocated to a Grade 13 or above and eligible for transfer under Section 70.1, or 70.4 of the NYS Civil Service Law.
NY HELPS Qualifications
Accountant Trainee 1 – A bachelor degree in accounting, auditing, or taxation; or any bachelor degree with 24 semester credit hours in accounting, auditing, or taxation courses.
Accountant Trainee 2 – A bachelor degree in accounting, auditing, or taxation; or any bachelor degree with 24 semester credit hours in accounting, auditing, or taxation courses and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
Substitution: A master’s or higher degree in accounting, auditing, or taxation may substitute for one year of experience.
Senior Accountant – A bachelor degree in accounting, auditing, or taxation or a bachelor degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
Substitution: A master degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles or a currently valid Certified Public Accountant license and registration issued by New York State.
Note that courses such as business law, economics, statistics, and most finance courses although taken as a part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.
