About the Transit Planning Analyst
The Transit Planning Analyst supports the planning, evaluation, and improvement of public transportation services. This role emphasizes data analysis, service planning, and National Transit Database (NTD) data collection and reporting to ensure compliance with federal requirements and support data-driven decision-making.
This position plays a critical role in collecting, organizing, and reporting essential operational data required for compliance with the Federal Transit Administration (FTA) Section 5303 planning grant.
The role supports department-wide administrative functions, fare collection processes, public communication, and performance monitoring activities.
Work requires organizational skills, discretion, and strong technical proficiency.
This position is responsible for monitoring, training, and motivating all transit operators and dispatchers in customer service. Under the direction of the Transportation Director, the Transit Planning Analyst is also responsible for all planning, project implementation, administration, tracking, accounting, budgeting, and contract management of the Federal Transit Administration (FTA) 5303 Transit Planning Grant.
Key Responsibilities- Collect, validate, analyze, and report transit service, ridership, and asset data for National Transit Database (NTD) submissions in accordance with FTA requirements and manage and monitor the FTA Section 5303 grant as outlined in the Unified Planning Work Program.
- Coordinate with operations, maintenance, finance, and IT staff to ensure accurate and timely NTD data collection and reporting.
- Maintain documentation of NTD methodologies, assumptions, and internal data processes.
- Support annual and monthly NTD reporting cycles, including service, safety, asset inventory, and financial data.
- Perform quality control checks and reconcile NTD data with internal reports and financial records.
- Analyze transit performance metrics (ridership, revenue miles/hours, productivity, on‑time performance) to support service planning and policy decisions.
- Assist in developing short‑ and long‑range transit plans, service change proposals, and performance monitoring frameworks.
- Use GIS and data visualization tools to evaluate route performance, service coverage, and equity impacts.
- Prepare technical memoranda, dashboards, and presentations for internal staff, management, and governing boards.
- Support federal and state grant applications and reporting that rely on NTD or related data.
- Oversee consultants in transit plan development, providing work direction and monitoring contract compliance; plans, schedules, monitors and provides quality assurance of all contracts related to the projects; ensures that executed contracts for projects are being complied with thorough review of contract clauses and deliverables; obtains governmental authorizations, assists in contract negotiations for FTA Section 5303 projects, and ensures that legal regulation and ethical standards are maintained in all contract processes;
monitors grant expenditures for FTA Section 5303 Planning Grant and prepares federal and state quarterly expenditure reports. Manages progressive mobility management solutions. - Prepare and/or present written, oral, and visual reports to agencies, committees, community groups, private organizations, and members of the public.
- Host quarterly community meetings and other community outreach as needed.
- Supervise research and fieldwork to support preparation of federal and state reports; all federal reports, including program evaluations, grant responses, and related documents.
- Communicate with supervisors, employees, city departments, city commission, consultants, the general public, and representatives from the Georgia Department of Transportation, Federal Transit Administration, Georgia Planning Association, National Transit Database (NTD), and other individuals as needed to coordinate work activities, review the status of work, exchange information, or resolve problems.
- Respond to routine requests for information or assistance from employees, city officials, the public, government representatives, or other individuals; responds to input received as needed.
- Maintain a comprehensive, current knowledge and awareness of applicable laws/regulations; maintain an understanding of new trends and advances in the profession; seek new and innovative training material for transit planning, customer service, and safety; maintain professional affiliations; attend workshops and training sessions as appropriate.
- Make recommendations for disciplinary action for customer service violations and conduct consultations to address and resolve disciplinary issues.
- This position also serves as a liaison between the general public and the transit agency.
- Maintains and updates the agency's Annual ADA Transition plan to ensure the agency is in compliance.
- Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.…
