JOB RESPONSIBILITIES POSITION SUMMARY

This position provides case management services to the clients. The primary purpose of this position is to help TANF client's transition into a state of financial independence. This position will be responsible for obtaining, verifying and calculating income in determining monthly client cash benefits. This position will be responsible for promoting self-sufficiency and is expected to provide clients with local workforce and educational resources and also promote family health and wellness.

Reports to the TANF Supervisor.

PRINCIPLE DUTIES AND RESPONSIBILITIES
  • Prepares and maintains case files both in the TAS software and in paper file, records and documents in a timely and thorough manner.
  • Issues payments, reports and notices in TAS by appropriate monthly deadlines.
  • Tracks and monitors all client cases to assure clients compliance with mandated federal work activity and state requirements.
  • Meets all work participation rates for community service or work activity requirements within the federal guidelines. Monitors and makes recommendations for sanctions or adverse actions.
  • Coordinates and creates monthly work participation activities for TANF recipients by communicating work and educational opportunities, job fairs, family wellness, community service and activity functions.
  • Document outcomes, follow-up, and case notes for each TANF client in a timely manner consistent with TANF guidelines.
  • Maintain a positive relationship with each client to show your support and guidance through sincerity, empathy and resourceful.
  • Provides direct and ongoing case management services and offers support, guidance, and encouragement to promote self-sufficiency and to help reduce the recipient's dependence on TANF assistance.
  • Demonstrates progressive interview skills in order to develop and update a Family Self-Sufficiency Plan with each client. Must be able to identify family strengths, potential and current barriers to subsequently set goals for the client to become self-sufficient.
  • Initiate frequent contact with all TANF recipients by phone, in person and home visits to confirm and verify household status.
  • Works with team members to develops a publicity plan to promote and advertise for the TANF program.
  • Shares a regional caseload and will recognize and understand their role within our division.
  • Ability to establish priorities according to relative importance and deadline, set goals, and manage time efficiently.
  • Job Qualifications MINIMUM REQUIREMENTS Caseworker I
    • High school diploma or equivalent.
    • Six months - 1 year of relevant work experience is desired.
    • Familiarity with the Northwest Arctic Borough Region, its culture, people, and ability to speak Inupiaq desirable.
    • Have a current knowledge of local and outside resources for client educational, training, and job opportunities.
    • Ability to read, understand and become proficient with the Maniilaq TANF Manual and ability to put in practice the policy and regulations.
    • Able to learn P.L 102.477 and each program component and compliance regulations.
    • Prior experience using computers at the beginning level for word processing and data entry.
    • Ability to become proficient with the following computer software's: TAS, State of Alaska electronic mainframe, Child support Mainframe, and SAM Unemployment.
    • Must have the ability to communicate effectively, both verbal and in writing, with people in the service area and state agencies.
    • Ability to travel in small planes.
    • Demonstrated ability to work with people.
    Caseworker II
    • Requirements for a Caseworker I plus an additional year of relevant work experience.
    Caseworker III
    • Requirements for a Caseworker II plus an additional year of relevant work experience.
