Conoco Phillips is hiring for a Willow Pipeline Construction Supervisor contract role, based in Alpine, AK. The role requires a demonstrable track record in leading large construction projects, managing multiple contractor interfaces, and ensuring compliance with health, safety and environmental standards in a northern Arctic environment.
Scope SummaryThe Willow Project is an oil discovery located within the Bear Tooth Unit, National Petroleum Reserve of Alaska. Construction will span six years (2023‑2028) and include around 200 miles of pipeline, 8 500 vertical supports, 30 miles of power and fibre, and 1 mile of horizontally drilled under‑river pipeline. The construction supervisor will oversee one of two geographically distinct work fronts totaling 85 miles.
Position SummaryThe Construction Supervisor reports to the Willow Pipeline Superintendent and leads a team of Construction Coordinators and a field pipeline planner. Key duties include reviewing engineering drawings, verifying material quantities, managing contractor mobilization, monitoring progress, and ensuring HSE compliance throughout the project lifecycle.
KeyRoles and Responsibilities
- Prepare the Construction Readiness checklist for each winter/summer campaign.
- Review construction permits, engineering drawings, and identify constraints and hazards.
- Participate in constructability reviews and provide feedback to the Pipeline Planner.
- Input to support strategies for camps, aviation, transport, equipment, fuel forecast, material delivery, and lay‑down requirements.
- Promote knowledge sharing and apply best practices.
- Develop and lead the Construction Readiness process.
- Conduct weekly planning meetings with the Company and Contractors; ensure deliverables are reviewed and approved.
- Oversee the smooth transition of the Construction Plan to the field.
- Supervise all assigned construction resources to meet scope, cost, quality, and HSE standards.
- Monitor contractor performance via Key Performance Indicator Reports.
- Lead performance improvement initiatives and coordinate progress reviews.
- Interface with construction contractor field leadership to manage day‑to‑day activities and interfaces.
- Coordinate overall project execution including SIMOPs activities with Drilling, Completions and Operations teams.
- Ensure the execution strategy meets key priorities and milestones.
- Lead HSE performance, enforce policies, procedures, and guidelines.
- Conduct site walk‑downs, review contractor THA/JHA, and recognize safe work execution.
- Facilitate toolbox talks, COPA safety processes, and BBS observation system.
- Enforce permit stipulations from regulatory agencies.
- Lead Predictive Indicator meetings to improve contractor safe behaviors.
- Implement the COPA Incident Free Culture program through workshops and training.
- Proven ability to lead and deliver large construction projects safely and successfully.
- Proven ability to manage interfaces involving multiple field construction contractors.
- Legally authorized to work in the United States.
- 10+ years of Pipeline construction experience.
- 7+ years of construction supervision or construction management.
- Ability to work on the North Slope on a rotation schedule starting Q1 2023.
- Bachelor’s degree or higher in Engineering, Construction, or a related field.
- Experience with Conoco Phillips Capital Projects Management System (CPMS).
- 5+ years of Pipeline construction in Arctic conditions.
- Strong interpersonal, written, and verbal communication skills.
- Proven team collaboration and ability to interface with project leadership.
- Excellent multi‑tasking and organizational skills.
- Capability to collaborate across disciplines and organizational boundaries.

- Work Schedule:
2 weeks on / 2 weeks off rotation. - Safety Sensitive role & DOT compliance required.
