The Highway Construction Foreman plays a critical leadership role in overseeing and coordinating all aspects of highway construction projects to ensure timely, safe, and high-quality completion. This position is responsible for managing on-site personnel, equipment, and materials while maintaining strict adherence to project plans, safety regulations, and budget constraints. The foreman acts as the primary point of contact between project managers, superintendents, and labor crews, facilitating clear communication and efficient workflow.

By proactively identifying and resolving issues, the foreman ensures that construction milestones are met and that the finished highway infrastructure meets all engineering and regulatory standards.

Minimum Qualifications:
  • Minimum of 3 years of experience in highway or heavy civil construction, with at least 1 year in a supervisory or foreman role.
  • Strong knowledge of construction methods, materials, and equipment used in highway projects.
  • Valid Texas driver's license.
  • Ability to read, interpret and utilize construction plans.
Preferred Qualifications:
  • Previous experience as a foreman.
Essential Functions may include, but are not limited to:
  • Operate heavy equipment, such as drill rig, backhoe, ditch witch, rock saw, bucket truck, and other mobile equipment to dig, move materials, lift large and heavy materials, and compact / level earth to grade specifications.
  • Operate large and small motor vehicles to transport material, equipment, and supplies.
  • Use judgment based on experience, along with available resources to ensure accurate alignment, movement, and adjustment of machinery, equipment, and materials.
  • Operate hand and power tools, measuring devices, and other equipment.
  • Measure, mark, and record openings and distances to lay out areas where construction work will be performed.
  • Assist in erecting and disassembling scaffolding, shoring, braces, traffic barricades, ramps, and other temporary structures.
  • Assist in controlling traffic passing near, in, and around work zones.
  • Load and unload building materials, machinery, and tools.
  • Perform routine safety, maintenance, and servicing inspections and reports.
  • Plan, coordinate, and supervise work activities of assigned crew.
  • Estimate material or worker requirements to complete jobs.
  • Ensure all material and equipment needed are available to complete the job prior to beginning work.
  • Assign work based on employee qualifications and job procedures.
  • Ensure the worksite is safe for work and perform all required safety duties.
  • Inspect work progress, equipment, and construction sites to ensure all specifications are met.
  • Record and submit personnel, production, equipment, and other operational data on specified forms, reports, and systems.
  • Assist workers engaged in construction activities, using hand tools and other equipment.
Physical Demands:
  • Frequent operation of heavy equipment with vibrating and moving parts.
  • Frequent and repeated hand and arm movement to manipulate tools, handles, and levers.
  • Frequent and repeated lifting from ground to various heights up to 50 pounds individually, and team lifting heavier items.
  • Frequent and repeated exerting of force up to 100 pounds.
  • Standing and walking for extended periods of time.
  • Frequent walking on uneven and / or unpaved terrain.
  • Frequent climbing steps, ladders, and in/out/onto vehicles.
  • Frequent and repeated bending, stooping, crawling, kneeling, reaching, and crouching.
  • Visual acuity to drive, distinguish electrical wire colors, perform manual detailed work, and to read printed and electronic documents.
  • Hearing capacity to receive, perceive, and react to common construction and road environment noises.
  • Manual dexterity to frequently manipulate, handle, and feel.
  • Frequent operation of a motor vehicle for extended periods of time up to eight (8) hours per day, driving to and between work locations.
  • Constant use of personal protective equipment (PPE) necessary for working safely.

Work is performed in primarily outdoor environments with constant exposure to noise, dust, fumes, noxious odors, gases, mechanical and electrical hazards, moving objects, sharp edges, and temperature extremes.
