Under general direction, this role provides administrative oversight to the Alameda County Developmental Disabilities Council (DDC), the Council’s Board of Directors, and the Executive Committee of the Board of Directors. The position guides the department and Alameda County Health in integrating a focus on the disability community into its health equity work, leads advocacy on behalf of disabled individuals, and performs related duties as required.
The position reports to the Deputy Director of Family Health Services and represents Alameda County at public meetings at state and local levels. The employee may supervise clerical or administrative support staff.
- Provides administrative oversight to the Board of Directors of the Alameda County Developmental Disabilities Council, the Executive Committee, and to the General Council.
- Completes an annual comprehensive gap analysis to identify unmet needs in services, disparities in health status, and access to services; formally presents results to the Alameda County Board of Supervisors or its subcommittees.
- Provides administrative support and coordinates activities and deliverables for all subcommittees.
- Oversees service contract provisions and deliverables, ensuring measurable outcomes and adherence to established time frames and county policies.
- Participates as a core voting member of the Alameda County Health Legislative Council; reviews and updates the legislative platform and advises on disability-related concerns.
- Provides public testimony to the California Senate Subcommittee on Health or other subcommittees as necessary to advocate for persons with intellectual and developmental disabilities.
- Coordinates local disabilities conferences, events, and activities.
- Provides information and/or referrals to services, including benefits planning, housing, education, health care, etc., to consumers, family members, and service providers.
- Meets with Alameda County legislators and staff to provide education and recommendations related to the concerns and interests of individuals with disabilities.
- Creates the monthly Developmental Disabilities Council agenda and supporting materials for Board members and committees; follows up on Board actions. Produces a monthly newsletter for the public and updates the Executive Committee website.
- Provides consultation, training, and technical assistance to community organizations to meet the needs of individuals with intellectual, developmental, and disabilities.
- Promotes the Developmental Disabilities Council’s policies and programs to community groups and individuals; serves as a catalyst for the establishment of additional necessary programs within the community.
- Acts as a liaison between county, state, and federal agencies to advocate for the broad needs of persons with disabilities.
- Participates in state and local emergency management meetings, representing the interests of individuals with disabilities; provides emergency management staff with education on functional and assessment needs.
- Coordinates the Alameda County Functional Assessment Services Team (FAST); recruits staff and provides training and development for disaster response. Documents deployment experience and suggests improvements to the Health Officer and emergency managers.
- May supervise a small team of administrative/clerical staff performing duties in support of the Council’s work and activities.
- Education
:
Bachelor’s degree from an accredited college or university with major coursework in psychology, social work, sociology, public health, or a closely related field. A master’s degree may substitute for two (2) years of required experience. - Experience
:
Equivalent of four (4) years of full-time professional-level experience in the direct delivery or oversight of services to individuals with developmental disabilities, including at least one (1) year in program planning or an administrative capacity. - License
