Job Description and Duties

Under the general supervision of a Senior Transportation Engineer, the Transportation Engineer (Civil) serves in the capacity of a Local Assistance Area Engineer (LAAE). The LAAE assists cities, counties, county transportation authorities/agencies, Metropolitan Transportation Commission (MTC) and other local agencies in the administration of State and Federal aid transportation programs. The LAAE maintains thorough, up‑to‑date knowledge of the federal aid process and various federal and state programs to assist and guide local agencies in obtaining funding and implementing transportation projects in compliance with federal and state laws and regulations.

Working Conditions

Position located at 111 Grand Ave, Oakland, Alameda County. Multiple positions may be filled from this recruitment. The role requires interaction with many people and involves working at a computer for long periods, with sitting or standing. The workplace is climate‑controlled with artificial lighting. This position may be eligible for telework, with amount and conditions at the discretion of the Department.

Employees must be able to report to worksites with minimum notification if urgent. Business travel may be required.

The Caltrans Transportation Engineer (Civil) Rotation Program is a mandatory 24‑ to 33‑month rotation assignment. Participants will develop well‑rounded project delivery knowledge, skills, and abilities by rotating through diverse project delivery functional units. The Rotation Program includes mandatory core assignments in Design and Construction units, and a mandatory elective assignment. Each rotation assignment is typically between 6 to 12 months and may involve long‑term travel throughout the state.

Incumbents may also be required to serve on loan to other project delivery functions when there are temporary or peak staffing needs.

Special Requirements
  • Possession of a valid driver’s license is required when operating a state owned or leased vehicle.
  • Appointment to Range D requires a valid Professional Engineering License (Civil) issued by the California Board of Registration for Professional Engineers. For other ranges, a PE license is not required.
  • The Statement of Qualifications (SOQ) serves as documentation of each applicant’s ability to present information clearly and concisely in writing. SOQ must be typed, no more than two pages in length, and 12‑point Arial font. Each question must be numbered and addressed in the same order as the questions below.
  • Describe how you have interacted with others to build positive, constructive, and professional relationships.
  • Describe your most challenging experience in dealing with issues on projects. What was the situation and how did you handle it?
  • Describe your written and oral communication skills, along with your organizational skills including reports, presentations, handling multiple priorities.
  • Describe your skills and knowledge with computer applications and provide examples of work for which they were utilized.
